The meeting was called to order by Chairman Telford with Mr. Kolb leading the Pledge of Allegiance to the Flag. ROLL CALL Present: Telford, Kolb, DeForest Absent: Feller, Watkinson The Secretary reported that Mr. Watkinson is out of town. MINUTES Minutes of April 6, 1978, held over to next meeting. BOARD ITEMS e Dr. Telford asked about the proposal to remove the large trees in the trailer park and why the issue had not come back to the-Environmental Quality Control Board. The Secretary explained that the Board had ~~ ~ recommended that the trees be saved and that that recommendation still stood. The power to impose the condition rests with the Planning Commission and City Council as does the power to change the condition. The Board1s sole responsibility in the issue was to review the Environmental Impact Report. Dr. Telford expressed satisfaction with the answer. The Board also discussed its duties and responsibilities in general. Mr. DeForest indicated that he had difficulty getting to the meetings by 7:30 p.m. The Board discussed changes in the meeting schedule. Mr. DeForest moved to change the regular meeting time to 8 p.m. instead of 7:30 p.m. and to hold the second meeting of the month (third Thursday) only when needed.or when called by the Chairman. Second by Kolb, unanimously approved. REPORTS AND COMMUNICATIONS The Se~retary reported on the Naval Weapons Station Beautification and Conservation Committee meeting. One highlight was the possibility of a grant to restore additional areas in the salt marsh. The Secretary also reported on the luncheon meeting in Newport Beach hosted by Newport Beach and the Garden State Paper Company, buyer of the paper collected by the Newport program. / ADJOURNMENT Meeting adjourned at 9:00 P':'~ . .~~ orman S.
