( ( MINUTES ENVIRONMENTAL QUALITY CONTROL BOARD THURSDAY, APRIL 6, 1978 Regular Meeting 7:30 p.m. The meeting was called to order by Chairman Telford with Mr. Watkinson leading the Pledge of Allegiance to the Flag. ROLL CALL Present: Absent: Telford, Kolb, Watkinson Feller, DeForest MINUTES Minutes of March 16, 1978, approved. PUBLIC HEARING Chairman Telford opened an informal Public Hearing to consider proposed uses for the 9 acre Department of Water and Power property at First Street and Marina Dr. Dr. Telford discussed the grant application to the Coastal Conservancy for a planning study and called of public comment. Dr. Gordon Shanks, 215 Surf Place, representing the San Gabriel River Park Committee, urged the Board to consider the uniqueness of the property and recommended open space over the majority of the property with a convention- cultural center in the northeast portion of the site, possibly with a restaurant. If the site is used for housing, he said, it would be lost to the public forever. Jay Covington, 4260 Dogwood, speaking as a private citizen, not as a member of the Planning Commission, urged the Board to Consider the panoramic view and unique qualities. The site was a landmark visible for fifty (50) miles and is unique to hundreds of thousands of people. He urged the Board to consider its cultural value and restore it to the use and enjoyment of as many people as possible. The land was purchased and held by the public (DWP) and the price to a public agency could be significantly lower than the open market price. The property has significant drawbacks, ie structures, that detract from its market value but that could be used, perhaps as part of a parking structure. The Secretary will provide additional information on the grant application. REPORTS AND COMMUNICATIONS The Secretary reported on the recycling center, and on the City Council action on the RQards recommendation on newspaper recycling. Board members discussed possible programs. No action taken. . . . ( ( Mr. Kolb reported improvement in the fishing problems on the San Gabriel River and thanked the City Council and Police Department.
