The meeting was called to order by Chairman Telford with Mr. Kolb leading
the Pledge of Allegiance to the Flag.

Minutes of March 2, 1978, approved.
OLD BUSINESS
A.
Informal hearing on the use of the Department of Water and Power
property. The Secretary explained the delay in scheduling the
hearing. It is now set for April 6, 1978.
Discussion - Newspaper Recycling Center
The Board discussed the problems of the center. The Secretary
reported that the center had not returned any revenue this fiscal
year and had cost an estimated $400 to operate. He also reported
that the City Council had been informed that the Board would discuss
the issue and make a recommendation. Dr. Telford moved to recommend
to the City Council that a bid be accepted for a door to door pick
up service by the successful bidder. No second, motion withdrawn.
Mr. Kolb moved to recommend to the City Council that the City
Council that City negotiate a contract with a private recycler
to operate a newspaper recycling program in Seal Beach, either
door to door or some other type of program with revenue to the City.
Motion unanimously_approved.
B.
Tpe ~oard discussed t~e status ~f t~~ p~esQnt ~~n. Mr. V.alh ~oved
to retain the bin, withdrawn for lack of second. Mr. Watkinson
moved to retain the bin in the Center pending Council action on
the recommendation and then to have cover installed on the bin if
no other program is approved. Second by Ko1b and unanimously
approved.
REPORTS AND COMMUNICATIONS
The Secretary presented a letter from the Public Utility Commission
responding to the Board's letter. The Board directed that copies be
sent to the City Council and Supervisor Schmitt.

Dr. Telford discussed a letter from B. Rountree about the 9-acre DWP
tit property. No action taken pending the upcoming hearing.
Dr. Telford discussed a letter to the residents of Leisure World from
Supervisor Schmit. about regional park sites in West Orange County.
The Secretary was directed to provide copies to Board members.
Mr. Kolb reported on a meeting held at his house with the Police
Chief, Concilman Gray and residents of College Park West to discuss
the problems of fishing on the San Gabriel River.

Meeting adjourned at 9:00 p.m.
