The meeting was called to order by Chairman Telford with Mr. Watkinson
leading the Pledge of Allegiance to the Flag.

Dr. Telford introduced Mr. Richard Feller, a newly appointed
nember of the Board.
HINUTES:
~!inutes of December 15, 1977, held over until next meeting.
DISCUSSION:
Nr. Bill Compton of the Southern California Edison Company introduced Hr. Nark.
Minick fro~ the Environmental Engineering Section at Edison. Mr. Minick
discussed the present study being conducted in order to find a solution
to the particulate fallout problem surrounding the Edison and Los Angeles
Department of Water and Power Plants. The study will identify what
percentage of the problem is caused by the plants, what the particles are,
and what be done to solve the problem. The final report ifl due in
Harch,1979.
~lr. Compton offered to take the Board on a tour of the plant. The Secret~ry
will make the arrangements and invite the press, the City Council and
representatives of Leisure World.
}lr. Watkinson had to leave after the discussion.
The Board discussed the proposed letter to the Public Utilities Commission.
Mr. Compton suggested that the Board write to the various commissions to
ask what their jurisdications are related to air pollution. Mr. Kolb

The Board discussed the San Gabriel River fishing problem. Dr. Telford
suggested that parking is needed near Westminster Avenue and that rest-
rooms are needed at Edison Park. Mr. Kolb and other College Park West
homeown2rs will he meeting with the Seal Beach Polic~ Department. No
action ta~'en.

RESOLUTION 78-1:
Dr. Telford introduced a resolution honoring Gilbert Nelson Jr. for his
service on the Board. Resolution unanimously approved.
COMMUNICATIONS:
The Secretary showed a report that the Naval Weapons Station had prepared.
The report won a second prize in the Keep America Beautiful contest.
ADJOURNMENT:
Meeting adjourned at 9:30 P.M.
