Chairman Roelofs calls the meeting to order and leads in the Pledge of Allegiance. AYES: NOES: Cunningham, Lindstrom, Roelofs, Singer None Hotion carried. BOARD ITEMS Before consideration of board items, Chairman Roelofs indicates he will present an outline relating to future E.Q.C.B. meetings and studies. Mr. Roelofs indi- cates he will make the outline available to the Secretary who will then edit and include same in minutes. The edited outline is as follows: 1. Protocol shall be observed at all cost. 2. E.Q.C.B. is only an advisory board. 3. Public is welcome to contribute during oral communications. All press releases regarding E.Q.C.B. and its studies to be passed by Chairman for review and signature. 2. Ben Cunningham: All cocrmunications between E.Q.C.B. and press; Assignment-Ben prepares articles to be published. Ben is our public relations consultant. Before released, Chair- man initials as read. . Kris Lindstrom: Vice Chairman, shall undertake: assignment-(l) Sanitation (2) Water Pollution (3) Marine Biology. Reports to E.Q.C.B. before going to City staff. Signature of Chai~an necessary for clearing to public relation consultant and/or staff. Chairman Roelofs: Assigned to conduct meetings according to Robert's Rules. Consultant on air and noise pollution. Advisor on health problems pertaining to ecology and environment. Rules and Regulations 1. Robert's Rules 2. Secretary Little reads minutes and directs inquiries to Chairman. 3. Secretary Little sees that all agenda items are directed to Chairman. 4. Establishing priorities of studies. 5. II a plan for each project adopted for study. 6. II a procedure for each project adopted for study. 7. Establishing budget and costing. 8. Submit (in proposal form) a resolution to the City Council for approval. 9. After approval by Council proceed with study forthwith. 10. After completion of study prepare a report for the City Council containing the following items: a. Reco~~ended standards b. II ordinances and/or resolutions c. II methods of enforcement d. " equipment necessary e. II personnel required or hours per week or I!\onth. f. II publication information (Cunningham's Monthly) 11. Ask for each board member to concentrate\on a particular subject of their interest; cooperation required in all approved studies, projects or research. 12. The board member should do most of the preliminary groundwork on their special interest project. 13. Each board member can select a subcommittee (volunteer basis) to assist him in his projects. Cunningham's special project: Communications. 14. Substantial evidence is absolutely necessary. Differences of opinions are necessary to obtain results. Eacll member provides na~~s of boards, committees, companites, org., etc. to list of inforrr.ants (list additional info on pollution). Solicit aid of colleges on sub-studies and request faculty to require students to give dissertation on ecology and environment (all fields). Resolutions Establish resolution for next pkg. mtg. by board encouraging citizens of Seal Beach to discourage using detergents, phosphates in soap and discourage mixing detergents to make cleansing agents stronger (for use in cleaning toilets) results (chlorine gas). . e . t ce., E.Q.C.B. Consideration of Tentative Proposal for an Environmental Study, by first outlining what he feels is the soundest approach; namely, forming subcomDdttees chaired by E.Q.C.B. ~embers based upon the outline provided by ~lr. Lindstrom. The Board unanimously concurs, on a motion by Singer, second by Roelofs, and subcommittees are formed chaired as follows: 1. Mr. Lindstrom 2. Hr. Singer 3. Mr. Pollock 4. Mr. Cunningham 5. Mr. Roelofs I. Sewage Treatment Plant II. Social Problems VII. Existing Underground Pipes VIII.Police and Fire Protection IX. Increased Services of other City Departments Secretary Little introduces Board Item VB. A Proposed Resolution Regarding TIlermal Pollution Standards for the San Gabriel River, prepared by Mr. Lindstrom. Chairman Roelofs tables resolution. Secretary asks if a second is required. Roelofs indicates that one is not and that the issue is not debatable. Secretary Little introduces Item VC. Further Consideration of Rodent Control Problems in Seal Beach referring to the accompanying staff report recommending that no action be taken on the matter and that reference material so far ac- cumulated be filed. Roelofs asks that such action be held over until report fro~ Orange County Dept. of Health arrives. Secretary introduces Board Item VD. A resolution from the City of Modesto referred to E.Q.C.B. by the Seal Beach City Council. Motion by Roelofs, second by CUhningham, to hold over consideration of proposed resolution. AYES: NOES: Cunningham, Lindstrom, Roelofs, Singer None Hotion carried. Secretary introduces next item to be considered; Board Item VE. Further considera- tion of "Collection Stations" for recyc1ical waste and further infonns Board of action City has already taken. With the consent of the Board, it is the order of the Chair that the Secretary keep the Board informed as to the progress and success of the City partially sponsored effort.
