Chairman Roelofs calls the meeting to order and leads in Pledge of Allegiance. ROLL CALL PRESENT: Chairman Roelofs Members Cunningham, Lindstrom, Singer Pollock, excused Bill Little, Secretary ABSENT: ALSO PRESENT: APPROVAL OF HINUTES Motion by Lindstrom, second by Roelofs to approve the minutes of E.Q.C.B. regular meeting of January 21 and February 4, 1971. AYES: NOES: Cunningham, Lindstrom, Roelofs, Singer None Motion Carries. BOARD ITm,1S Secretary introduces Item VA, discussion of State Lands Commission approval of Standard Oil Company's application to drill new wells on Island Esther off-shore from Seal Beach. e ~fr. G. A. Laurent, a Standard Oil Company representative, gives a slide presentation of the Island operation, its cost of construction, drilling methods employed, and daily production. Board member Cunningham raises the question of the Island's visual appearance, noting that at present the Island is grotesque, and as such is poor public relations for Strandard. Laurent indicates that it would be too expensive to treat Island Esther as the islands are treated in Long Beach. Questions are raised regarding blow-out possibility, production, number of wells on Island, number which produce, total number possible, pressure at which system operates. and role of Federal Environmental Protection Agency in solving present dilema. Laurent's responses: $3.000,000 to construct island 128 maximum capacity 72 wells presently drilled 60 producing Oil sands between 4000 and 6000 ft. "B10\oJ'out chances are Zero (0)." Little chance of beautification 7000 barrels/day Motion by Singer, second by Cunningham. to draft a resolution requesting the Federal Environmental Protection Agency to perform a study of the environmental impact of oil drilling off-shore from Seal Beach in conjunction with activities at the Naval Weapons Stati.on. . AYES: ABSTAIN: NOES: Cunningham, Roelofs. Singer LindstrOM None ~'fotion Carries. e e e ( € Secretary introduces Item VB, discussion of various members' progress on the R.R.A. Environmental Impact Study. Chairman Roelofs speaks with reference to the R & B Development Project noting that its construction will probably have effects on air currents over Leisure World and College Park. Board member Cunningham discusses traffic flow problems; Board member Lindstrom indi- cates his report will be soon forth-coming. Order of the Chair to instruct Secretary to arrange tour of Southern California Edison Alamitos Plant. Secretary introduces Item VC, consideration of proposed resolution establishing ByLaws for the conduct of future meetings and other Board related functions. Motion by Cunningham, second by Lindstrom, to table. AYES: NOES: Cunningham, Lindstrom, Singer Roelofs Motion Carries. Secretary introduce~ Item VO, consideration of proposed resolution supporting State Senate Bill S.B. 52 Banning the Sale and ~Ianufacture of Detergents Containing Phosphates after a Certain Specified Date. Discussion follows; Board member Lindstrom indicates he has prepared an amended resolution. ~fotion by Roelofs, second by Singer, to adopt E.Q.C.B. Resolution 71-4 as amended. AYES: NOES: Cunningham, Lindstrom, Roelofs, Singer None l-iotion Carries. Secretary introduces Item VE, discussion of request by the Seal Beach Law Revision Commission for an Environmental Study to determine the impact of laundromats and car washes in Seal Beach and in particular the sewage treatment facility. Board member Lindstrom indicates he has done work of this type in the past, and will up-date his earlier study for Board consideration. Secretary introduces Item VF, consideration of proposal for City sponsorship of a "Ci tizens Against Self Annihilation Effort". At the request of the proposals sponsors, by order of the Chair, is held over. Secretary introduces Item VG, consideration of "Coors" sponsored recyclical aluminum container program. ~Iember Lindstrom indicates he would like the Secretary to write for more information; it is then the order of the Chair. WRITTEN CO~~NICATIONS With the unamous consent of the Board, it is the order of the Chair to relie~ and file Items A through F. ORAL CO~~UNICATIONS Chairman Roelofs opens the floor to oral communications. . e . ( € Mr. Gregg Kontz, 247 16th Street, addresses the Board with reference to declining numbers of brown pelicans on the Naval Weapons Station properties, and supporting Earth Day, or as suggested by Chairman Roelofs "Earth Week". Board member Lindstrom indicates he will provide information. In addition, it is the order of the Chair to write a letter to Standard Oil Co~pany of California urging them to beautify Island Esther.
