Chairman Roelofs calls the meeting to order and leads in Pledge of Allegiance. ROLL CALL PRESENT: Chairman Roelofs Members Cunningham, Lindstrom Pollock, excused Singer Bill Little, Secretary ABSENT: ALSO PRESENT: APPROVAL OF MINUTES Motion by Lindstrom, second by Cunningham, to approve the minutes of E.Q.C.B. regular meeting of January 21, 1971. AYES: ABSTAIN: NOES: CumminghaM, Lindstrom Roelofs None ~'otion fails. Chairman Roelofs indicates his abstention was due to his not recieving page one of the minutes in time to properly review them. ~oardrnember Cunningham questions this, noting that a call to City Hall either Tuesday night ..,r Wednesday morning would have remedied the problem. Chairman Roelofs then indicates that the Secretary did not ring his doorbell when he delivered the packet Tuesday evening and furthermore that the Secretary placed the packet in his mail box without a stamp, a violation of Federal Law, and that if the Secretary should be so unfortunate as to do it again, he persona~ly will ask the City Manager to remove "or replace" ~1r. Little as Secretary. Board discussion follows. The Chairman then asks the Secretary to read the Agenda. Secretary then introduces Board item VA., discussion of Lands Commission approval of further off-shore oil drilling, noting his memorandum and four attachments, including two newspaper articles and two letters. Chairman Roelofs comments on unfairness of including certain articles and not others, asks why he was quoted extensively in newspapers with which he did not hold interviews, indicating he does not want newspaper clippings in future packets, alleging misquotation in newspapers. Boardmember Lindstrom asks Mr. Roelofs if he called a Press Conference on Friday, January 1. Chairman Roelofs explains that he did not call a Press Conference, but did inform a Mr. George Lane of the Long Beach Independent Press-Telegram that he would be in City Hall tltn Friday, between 10 and 12 A.M. to answer questions. ~Ir. Sven Lindstrom, 214 14th Street, Redevelopment Agency Vice-Chairman, speaks with regard to the conduct of E.Q.C.B. meetings. It is his opinion that they are not being conducted according to Roberts Rules. Discussion follows. . ( ~ Chairman Roelofs asks the Secretary to read the letter he sent to the oil companies 4IteQUesting charts, maps, and data in its entirety. Secretary begins reading letter, approaches the salutation and is interuped by the Chair telling him that he overlooked reading the date. (Member Cunningham \'1alks out of meeting) Secretary reads date on letter, then reads remainder of letter. Chair asks Secretary if he is an E.Q.C.B. member with reference to the Secretary's letter; that portion expressing the Secretary's opinion. Mr. Edward ~!ischel, 1603 Ocean Avenue, asks Chair how many members it takes to conduct a meeting. Chair indicates that Mr. Cunningham was not excused and furthermore that the Chair does not recognize Mischel. Boardmember Lindstrom indicates that the meeting is adjourned for lack of quorum. The Chair directs the Secretary to call a special meeting for Thursday, February 11, 1971. - fQ~ (I 56e;.~.
