ENVIRONHENTAL QUALITY CONTROL BOARD JANUARY 21, 1971 The Seal Beach Environcental Quality Control Board met in study session in the City Council chambers at 7 :00 P .H. Discussions centered around the fo11o~ling topics: 1. Attendance at other agencies' Environmental Board meetings. 2. Formation of Boards in other cities. 3. Preparation of resolutions. Chairman Roelofs called the regular meeting to order at 7:30 P.N. and lead the Pledge of Allegiance. ROLL CALL PRESENT: Chairman Roelofs Members Cunningham, Lindstrom, Singer, Pollock None Bill Little ABSENT: ALSO PRESENT: APPROVAL OF NUlUTES Motion by Lindstrom, second by Cunningham, to approve the amended minutes of E.Q.C.B. regular meeting of January 7, 1971. AYES: NOES: Cunningham, Lindstrom, Roelofs, Singer, Pollock None Motion carried. BOARD ITEHS Secretary introduces Board Item VA. A Proposed Resolution Regarding Thermal Pollution Standards for the San Gabriel River, prepared by }lr. Lindstrom and tabled at the Dec. 17 meeting, and held over at the January 7 I1leeting at the request of Southern California Edison Co. Mr. Pollock asks Mr. Lindstrom if resolution conforms to State requirements; LindstroI1l indicates it does. Motion by Cunningham, second by Roelofs to adopt Resolution Nunber 71-1. AYES: Cunningham, Lindstrom, Pollock, Roelofs, Singer NOES: None Motion carried. Secretary asks if ~lr. Lindstrom would read Resolution 71-1 for benefit of audience; LindstroM does so. Secretary introduces Board Item VB. Consideration of RodentControl Suh-Committee Report. ~1r. Roelofs reads report; notes format is of report variety and indicates he would like Hoard to adopt it as a resolution rather than as a report. Huch discussion fo11m..rs regarding order of paragrarhs, uording, strength of resolution versus report. Motion by Cunningham, second by Pollock to adjourn for an amount of time sufficient to a11mV' Hr. Roelofs to draft a resolution for Board consideration. (Time: 7:55 P.N.) Chairman reconvenes meeting at 8:20 P.M. and reads proposed Resolution No. 71-2. Motion by Roelofs, second by Singer, to adopt Resolution 71-2. AYES: NOES: Cunningham, Lindstrom, Pollock, Roelofs, Singer None Motion Carried. . . . e ". ( l - Secretary introduces Item VC. Consideration of Proposed Resolution Concerning Disposable Containers and Recycling Solid l~astes. (Originator: Mr. Lindstrom using City of Modesto resolution considered at meeting of Jan. 7.) Discussion follows. Motion by Cunningham, second by Roelofs, to adopt Resolution 71-3. AYES: NOES: Cunningham, Lindstrom, Pollock, Roelofs, Singer None Motion carried. Secretary introduces Board Item VD. Discussion of Noise Pollution Problems in Seal Beach noting that the California League of Cities is in the process of drafting a model noise ordinance and that it 'viII be made available to the Board as soon as it is available. Brief discussion follows concerning "Ambient" levels of sound. Motion by Cunningham, Second by Lindstrom, to hold over until such time as model ordinance is available for Board consideration. AYES: NOES: Cunningham, Lindstrom, Pollock, Roelofs, Singer None ~!otion carried. Secretary introduces Item VE, Methods of Securing an E.Q.C.B. Budget, noting that at present an amendment would be required to the ordinance establishing the Board and describing its functions as no provision exists for the blanket expenditure of monies. Discussion follows. Motion by Pollock, second by Roelofs, requesting the City Council, upon approval of a special project proposed and studied by the Environmental Quality Control Board, to make provisions for a budget to complete such study or project. AYES: NOES: Cunningham, Lindstrom, Pollock, Roelofs, Singer None Notion carried. Secretary in~roduces Board Item VF, Methods of Securing Business Cards. Discussion follows. Mr. Singer volunteers to have cards printed if Secretary will provide him with 500 blanks of the type presently used by City staff. llRITTEN COMHUNICATIONS T,vo ,.ritten communications from the Regional l-later Quality Control Board were unanimously received and filed. ORAL CO~IUNICATIONS The Chairman opens the floor to oral communications. Cunningham raises questions concerning oil pipelines, both on and off shore. ~Ir. Swen Lindstrom, Redevelopnent 'Agency member, offers noteworthy comment from audience. Discussion follm'ls. Board asks Secretary to contact Standard, Humble and Gulf Oil Companies requesting them to send a delegate to next E.Q.C.B. meeting bearing charts and maps. tlr. E. L. Fullerton, 605 Sandpiper Dr., Seal Deach, addresses Board regarding oily- yellow fallout which is damaging the finish of his boat ,.hich he keeps in the Marina. Chair indicates Board will investigate problem and keep Fullerton informed.
