SOARD ITEnS
Secretary introduces Board Item VA. A Proposed Resolution Regarding Thermal
Pollution Standards for the San Gabriel River, prepared by f1r. Lindstrom and
tabled at the Dec. 17 meeting. Board briefly discusses resolution.
f'1r. Rex l'loen, a representative of Southern California Edison Company, requests
permission to speak regarding the resolution. Chair grants request. 11r. ['10en
passes out bID \'Jritten statements to the Board (see Appendi x ft, attached to
minutes) and makes a presentation to the Board based on the prepared statements
then requests that the Board hold over consideration of the resolution for
two weeks to allow further study.
Board discussion follov/s. t.1r. Lindstrom states intent of resolution, cites
Zeller studies, indicates he will provide list and references he used in
preparing resolution.
Pollock comments on federal thermal pollution standards; Cunningham with regard
to urgency passed, in that W.Q.C.B. hearings were day before.

Beach, noting memorandum and letter from Roy Eastwood. Mr. Roelofs speaks
regarding staff recommendation, nature, degree and scope of real problem.

Motion by Lindstrom, second by Cunningham, to have Chairman Roelofs head a
subcommittee to study problem and bring back evidence disputing that which
has already been brought before Board.

Secretary introduces Item VD. Discussion of Noise Pollution Problems in Seal
Beach requested by I/lr. Lindstrom, noting that Nr. Lindstrom has indicated he
would like to offer an explanation. Lindstrom does so.
fIr. Pollock comments, saying Haynes steam plant doesn't bother him.
Mr. tloen, Edison representative, offers comment regarding nature of safety valves
and related noise factors. Discussion follows.
j/lr. Lindstrom indicates he will secure written communication from Leisure ~'!orld
Protective League.
Secretary introduces IteM VE. Consideration of Proposed Resolution Urging
Residents to Avoid Use of Soaps and Detergents Containing Phosphates.
Chairman Roelofs indicates he will have resolution ready for next meeting.

Pollock comments offering the opinion that the scope of the problem is such
that it requires a statewide solution, indicating Senator Proxmire may be
able to provide information.
r~. Lindstrom indicates that State Senator Nejedly has recently introduced
a Bill (SB 52) which would effect certain statewide controls on the sale of
detergents containing phosphates and asks if secretary would obtain a copy
of the same. Secretary indicates he will do so.
Miss Julie Dorr, a Planning Commissioner, comments on overlapping interests of
the Planning Commission and E.Q.C.B. and indicates certain publications she
feels would benefit Board. Secretary indicates E.Q.C.B. ~lill be placed on
respective mailing lists.
Secretary introduces Item VF. Delegation by Chairman of Certain Tasks. Dis-
cussion follows regarding nature and need for items requested. Mr. Lindstrom
indicates he will provide Board with copies of Our Polluted Planet as requested
by Chairman.
