also that Mr. Briggeman had been informed of an intent to
renegotiate the refuse contract.
ORAL COMMUNICATIONS
Mayor Laszlo declared Oral Communications open. Mr. Bruce Stark, 1-
Seal Beach, questioned check number 87728 payable to Ivan
Stevenson. The City Manager offered to review the backup to the
payment. With regard to staff representation for committees, Mr.
Stark suggested that the specific committees be allowed to choose
whomever they wiSh to attend or provide input whether it be the
EPA, Wetlands Society, etc. In response to questions of Mr.
Antos, 17th Street, the city Manager explained that check number
87787, Davidson Investigations, related to a workers compensation
claim, check number 87861, Take Care, was a health insurance
payment, and offered to review the backup to check number 87848,
Saleen High Performance Parts. There being no further comments,
Mayor Laszlo declared Oral Communications closed.
CLOSED SESSION
No Closed Session was held.
ADJOURNMENT
It was the order of the Chair, with consent of the Council, to
adjourn the meeting until Tuesday, May 19th at 7:00 p.m. to
administer the Oaths of Office to the newly elected city
officials. The meeting was adjourned at 10:24 p.m. by unanimous
consent.

WAIVER OF FULL READING
Hastings moved, second by Doane, to waive the reading in full of
all ordinances and resolutions and that consent to the waiver of
reading shall be deemed to be given by all Councilmembers after
reading of the title unless specific request is made at that time
for the reading of such ordinance or resolution.

Mayor Laszlo presented Councilmember Wilson-Sharp with a framed
collection of pins representing the Orange County cities,
certificates of appreciation from the Orange County Division of
the League of cities, and a City of Seal Beach plaque in
recognition of and appreciation for her services as a member of
the city Council from 1984 until this date. Councilmember
Wilson-Sharp accepted the mementos with appreciation.
OATHS OF OFFICE
The city Attorney administered the Oath of Office to Ms. Joanne
Yeo as city Clerk for the full term of four years. The city
Clerk administered the Oath of Office to Mr. William Doane as a
member of the City Council representing Councilmanic District
Five for the short term of two years, to Mr. Frank Laszlo as a
member of the city Council representing Councilmanic District
Four for the full term of four years, and to Mr. George Brown as
a member of the City Council representing Councilmanic District
Two for the full term of four years. The duly sworn officals
assumed their respective positions, and Mrs. Wilson-Sharp excused
herself from the City Council.
SELECTION OF MAYOR
Councilman Doane nominated Mrs. Gwen Forsythe for the position of
Mayor. Hastings moved, second by Brown, to declare nominations
closed.

Mrs. Forsythe was declared Mayor of the City of Seal Beach for
1992/93 and assumed the conduct of the meeting.
SELECTION OF MAYOR PRO TEM
Councilman Laszlo nominated Mrs. Marilyn Hastings for the
position of Mayor ProTem, moved to close nominations and declare
Mrs. Hastings Mayor ProTem. Mayor Forsythe seconded the motion.

Mayor Forsythe presented a commemorative plaque to Mr. Laszlo for
his services as Mayor for the period 1991/92.
RESOLUTION NUMBER 4143 - SIGNATURE AUTHORIZATIONS
Resolution Number 4143 was presented to Council entitled "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH,
CALIFORNIA, PROVIDING AUTHORIZATION TO SIGN DEMANDS AND CHECKS
FOR THE WITHDRAWAL OF FUNDS ON DEPOSIT WITH THE BANK OF AMERICA,
SECURITY PACIFIC NATIONAL BANK, AND FIRST INTERSTATE BANK; AND
RESCINDING RESOLUTION NUMBER 4132." By unanimous consent, full
5-19-92
reading of Resolution Number 4143 was waived. Hastings moved,
second by Doane, to adopt Resolution Number 4143 as amended to
8reflect the name of Gwen Forsythe as Mayor.

ORAL COMMUNICATIONS
Mayor Forsythe declared Oral Communications open. Ms. Carla
Watson, 1635 Catalina Avenue, extended congratulations to the new
council, appreciation to Mr. Laszlo as past Mayor, and
congratulations to Mrs. Forsythe upon her selection as Mayor.
Ms. Watson announced a Seal Beach Citizens United potluck
gathering to be held on Friday evening, the proceeds to be
designated for rebuilding the recently fire damaged pier. Ms.
Joyce Risner, Driftwood Avenue, recalled a number of occurrences
during Mrs. Wilson-Sharp's terms of office, and commended her
efforts as having been addressed with integrity and honor. She
congratulated Mrs. Forsythe on her selection as Mayor, and
extended a welcome to Councilmembers Brown, Doane, and Laszlo.
Mrs. Risner expressed her desire that the upcoming year be one of
peace and harmony and a time to work together for the benefit of
Seal Beach, and presented flowers to Mrs. Wilson-Sharp and Mayor
Forsythe. Ms. Wendi Rothman presented a bouquet of roses to
Mayor Forsythe. Mayor Forsythe extended appreciation to the many
persons, including the children, in attendance at the meeting.
At the request of the Mayor, the city Manaqer presented a status
report regarding the fire incident on the municipal pier that
occurred the past Friday afternoon. He explained that structural
and mechanical engineers have inspected the pier, the major
pilings and cross beams are structurally sound, the fire
basically confined to the upper deck area whereby the decking and
certain cross members will need to be replaced, zero tower having
suffered extensive fire and water damage, all utilities damaged,
and that the Fire Department has determined the source of the
fire was an electrical short. He noted the initial estimate of
repair is between $60,000 and $100,000, that the insurance
coverage carries a $100,000 self-insurance clause therefore costs
incurred will be applied against that deductible, also reported a
special fund has been established to accept donations
specifically for the purpose of repair of the pier. The Manager
reported that methods for temporary reopening of the pier have
been explored, a supplier of temporary wood decking has been
located and a contractor will be available to install same
pending the reinstallation of the utilities, and it is hoped the
pier can be reopened by the upcoming weekend. He added that
permanent decking and timbers can be obtained in approximately
four to six weeks at which time it will be necessary to close the
pier for about five working days in order to complete the
repairs. The city Manager commended the efforts of the agencies
and personnel involved in the coordination efforts since Friday,
mentioning specifically Moffatt and Nichol Engineers, the Orange
county Fire Department, the Long Beach water boat, State Fish and
Game, Lifeguard Department personnel who made an extraordinary
effort to assist the patrons of Ruby'S subsequent to the fire
breaking out, the Public Works Department for their efforts in
various ways, and offered that the Council could take pride in
the employees that serve this community. Mayor Forsythe asked
that a commendation for the Lifeguard personnel be placed on the
upcoming Council agenda and that another update report be
likewise presented at that meeting. There being no further
comments, Mayor Forsythe declared Oral Communications closed.
