SUBJECT: CONTINUITY OF OCFA SERVICES TO THE CITY OF
SEAL BEACH DURING OCTA'S CONSTRUCTION OF
THE WEST COUNTY CONNECTOR PROJECT
SUMMARY OF REQUEST:
At the City Council Meeting on August 10, 2009, the City Council requested a
staff report be provided regarding the actions being taken by the Orange County
Fire Authority to maintain emergency services to the citizens of Seal Beach
during the West County Connector Project. The OCFA will strive to make this
continuity of service seamless and transparent during the closures of two major
roadways in the city.
BACKGROUND:
The California Department of Transportation (Caltrans), in partnership with the
Orange County Transportation Authority (OCTA), will be conducting a two
segment project from January, 2010 through September 2013. The West County
Connectors (WCC) project was initiated to link high- occupancy vehicle (HOV)
lanes on the San Diego Freeway (1 -405) with those on the Garden Grove
Freeway (SR -22) and the San Gabriel River Freeway (1 -605) to create a
seamless HOV connection among the three freeways.
The first segment involves the 1 -405/ SR -22 project near Valley View. This
project is expected to have no impact on OCFA's ability to respond to
incidents in the city of Seal Beach. (Attachment: A)
The second segment involves the 1-405/1-605 interchange.
o This segment of the project will require the closure of the Seventh
Street Bridge for twelve months (July, 2010 through June, 2011).

o This segment of the project will also include the phased closure of
the Seal Beach Boulevard Bridge. The western half of the overpass
will be closed from December, 2011 through October, 2012 and the
eastern half from November, 2012 through November, 2013.
FINANCIAL IMPACT:
None.
RECOMMENDATION:
Segment Two/ Seventh Street Bridge:
The closure of the Seventh Street Bridge causes OCFA Engine and Medic 48
(Leisure World) to utilize alternate routes to service the community of College
Park West. This alternate route places Engine and Medic 48 outside OCFA's
response time criteria. To ensure response time criteria is maintained in this
community, OCFA has met with the Long Beach Fire Department to request LOB
Engine 22 (Atherton & Palo Verde) respond as the primary engine to this area.
Upon notification by CalTrans, OCFA will make the necessary changes to the
Computer Aided Dispatching (CAD) system to ensure a seamless response.
With this modification, and because Engine 22 is a Paramedic Assessment Unit
(PAU), providing Advanced Life Support (ALS) and fire suppression, the OCFA
will meet the response time criteria for College Park West. (Attachment: B)
Segment Two/ Seal Beach Overpass First Phase:
During the eleven month closure of the western half of the Seal Beach
Boulevard, overpass traffic will be moved onto the eastern half of the roadway.
The overpass will consist of one lane of traffic in either direction. In anticipation
of potential gridlock on the overpass, OCTA has honored OCFA's request for an
"Emergency Vehicle Only Lane" through the center median. The lane will be
guarded by flexible plastic pylons and will be painted with yellow hash marks and
lettered to indicate for "Emergency Vehicles Only." With this modification the
response of emergency vehicles should not be affected. (Attachment: C)
Segment Two/ Seal Beach Overpass Second Phase:
During the second phase of the Seal Beach Boulevard Overpass (eastern half),
traffic will be moved onto the western half of the roadway and restored to two
lanes in either direction. This is the current configuration of the overpass, four
lanes wide, and should not affect the response of emergency vehicles.
