SUBJECT: PLANNING COMMISSION -DISTRICT FOUR -
VACANCY
SUMMARY OF REQUEST:
Accept the letter of resignation from Henry Eagar and declare a vacancy on the
Planning Commission for District Four representative.
SACICGROUND:
In accordance with Government Code 54974 (Maddy Act) whenever an
unscheduled vacancy occurs in any board, commission, or committee for which
the legislative body has the appointing power, a special vacancy notice shall be
posted and appointment to the board, commission, or committee shall not be
made by the legislative body for at least 10 working days after the posting of the
notice.
FINANCIAL IMPACT:
None
RECOMMENDATION:
Declare the position vacant. Direct the City Clerk to post the "Notice of Special
Vacancy" for the required ten day period; thereafter the appointment to fill the
vacancy may be made after September 25, 2009.

As of September 10, 2009, after much consideration, I have decided to resign my
position as your Planning Commissioner. The Diocese of Orange County has accepted
me to the Diaconate program. The Diaconate program is a four-year commitment that
requires me to attend class every Monday and Wednesday. Having now worked in a
Govemment role for the past two years as a representative of College Park East it has
been the most challenging and rewarding of my professional career.
During the next four weeks, I plan to continue working in my present capacity and
assisting you and the residences of College Park East in transitioning with our new
Planning Commissioner.
I am grateful that you have afforded me an opportunity to increase my knowledge in city
~ government and represent the residences of College Park East. This decision was not
an easy one to make. I will keep in fond remembrance of the City personnel and my
fellow Commissioners who I have gained the utmost respect in their roles as
commissioners and as citizens of the City of Seal Beach.
