HomeMy WebLinkAboutCC AG PKT 2009-09-14 #MAC;EN®A STAFF REPORT Date: September 14, 2009 TO: Honorable Mayor and City Council Thru: David Carmany, City Manager FROM: Jeff Kirkpatrick, Chief of Police SUBJECT: AGREEMENT FOR PURCHASE OF 700 MHZ PORTABLE RADIOS TO ESTABLISH A COUNTYWIDE EMERGENCY COMMUNICATIONS SYSTEM USING PUBLIC SAFETY INTEROPERABLE COMMUNICATIONS GRANT FUNDING SUMMARY OF REQUEST': The proposed City Council action will adopt Resolution No. 5917 allowing the City of Seal Beach to enter into an Agreement to Purchase Radio Equipment thru the FY2007 Public Safety Interoperable Communications (PSIC) Grant Program. The City Manager and Chief of Police will be authorized to execute on behalf of the City of Seal Beach any actions necessary for the purpose of purchasing 700 MHz portable radios. The PSIC grant is funded by the Federal Department of Homeland Security and sub-granted through the State of California Office of Homeland Security, the County of Orange and the City of Santa Ana in its capacity as the "Core City" for the Orange County Urban Area. BACKGROUND: The Federal Department of Homeland Security, in conjunction with the Office of Emergency Communication and the Federal Emergency Management Agency has established the FY2007 Public Safety Interoperable Communications (PSIC) grant program. The PSIC grant program is designed to assist public safety agencies in the acquisition of, deployment of, or training for the use of interoperable communications systems. Under the terms of the agreement thru the Orange County Urban Area the City of Seal Beach is entitled to purchase 11 portable radios with 80% funding through the PSIC grant program. The City of Seal Beach continues to develop its Emergency Service Programs including an active Volunteer in Policing (VIP) program and active membership and participation in West County Community Emergency Response Team (CERT). The PSIC grant will allow the City of Seal Beach to purchase 11 portable radios Agenda Item M Page 2 that will be used to enhance public safety, including the efficiency of these two groups,.the VIP's and CERT. The City must enter into agreements with the City of Santa Ana which is the UASI core agency for the Santa Ana/Anaheim Urban Area to facilitate the transfer of Homeland Security Grant funds. The City of Seal Beach City Manager need to be designated by resolution to execute the agreement on behalf of the City of Seal Beach to obtain grant funds through the PSIC Grant Program. FISCAL IMPACT: The cost of 11 portable radios is approximately $42,090. The City of Seal Beach will be required to match 20% or approximately $8,418 and an additional $550 for programming. The City's matching portion of the purchase will be taken from existing Asset Forfeiture funds and no general funds will be used. RECOMMENDATION: Staff recommends the City Council adopt resolution approving the Agreement for Purchase of Radio Equipment for FY07 Public Safety Interoperable Communications. RESOLUTION NUMBER 5917 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL BEACH AUTHORIZING THE CITY MANAGER OR CHIEF OF POLICE TO SIGN AGREEMENT FOR PURCHASE OF RADIO EQUIPMENT FOR FY07 PUBLIC SAFETY INTEROPERABLE COMMUNICATIONS (PSIC) The City Council of the City of Seal Beach hereby resolves as follows: SECTION 1. The City Manager is hereby authorized to execute for and on behalf of the City of Seal Beach, a public entity established under the laws of the State of California, any actions necessary to obtain federal financial assistance provided by the Public Safety Interoperable Communications grant program. SECTION 2. The City Clerk shall certify to the passage and adoption of this resolution.
