SUBJECT: APPROVE PLAINS AN® SPECIFICATIONS FOR
SEVERLV MANOR ROA® STREET IMPROVEMENT
PROJECT NO. ST0903
SUMMARY OF REQUEST:
The City Council is asked to approve the plans and specifications for the Beverly
Manor Road Street Improvement Project No. ST0903 and authorize staff to solicit
bids.
EACICGROUN®:
In January 2008, Leisure World opened a new entrance on Beverly Manor Road.
The new entrance reduces congestion at the main entrance on Seal Beach
Boulevard and Golden Rain.
Since then, there has been significant additional vehicle traffic, bicycle traffic and
pedestrian activity along Beverly Manor Road. Several residents and employees
in the nearby area have concerns with the existing street conditions and lack of
sidewalks and bicycle facilities.
The project proposes to reconstruct the street in most areas, install sidewalk,
curb and gutter and a Class 2 bicycle lane. A street cross section and engineers
estimate are attached.
At the April 14, 2008 City Council Meeting, Council added the Beverly Manor
Road Street Improvement Project No. ST0903 to the five year capital
improvement plan.
At the August 10, 2009 City Council Meeting, Council requested additional
information to improve bicycle safety along Beverly Manor Road. Current design
conditions plan for bike lanes adjacent to the travel lanes. Council would like to
investigate the feasibility to place the bicycle riders adjacent to the wall as

opposed to the travel lane. Staff investigated the request and found above
ground utility boxes in conflict with a bicycle path. Additionally, per the general
plan, Beverly Manor is classified as a Class 2 Bike lane which is a stripe bike
lane with signage. A Class 2 Bike lane is intended to be adjacent to the travel
lanes. By placing the bike lane adjacent to the travel lane it allows the
pedestrians away from the traveling vehicles and increasing the safety of
pedestrians.
The bid package has been prepared and is ready to solicit bids.
FINANCIAL IMPACT:
In the approved 09/10 Budget, $950,000 of General Funds has been allocated
for this project.
RECOMMEN®ATION:
It is recommended the City Council approve the plans and specifications for the
Beverly Manor Road Street Improvement Project No. ST0903 and authorize staff
to solicit bids.
