The Redevelopment Agency of Seal Beach convened for regular
session at 7:30 p.m., in the Council Chambers, 211 8th street,
Seal Beach, California. The meeting was called to order by
Chairman Lloyd E. Gummere with the Pledge of Allegiance.

APPROVAL OF MINUTES
It was moved by Baum, second by Holden, to approve the minutes
of the meeting of September 8, 1970.

AGENCY ITEMS
AGENCY REVOLVING FUND- REVISED BUDGET 1970-71.
Mr. Courtemarche explained the Agency's revolving fund and
that the original budget had no significance because the
City Council had disallowed the appropriation: that the
revised budget is the correct budget.

Mr. Baum inquired about the significance of figures shown in
parenthesis in the revised budget. Mr. Courtemarche explained
the figures indicate what he considers to be the order of
priority.
Mr. Gummere asked if the total amount was calculated by using
the present tax rate and assessed valuation. Mr. Courtemarche
replied that the rate of $1.09 per $100 assessed valuation was
used.
Fuhrman moved, second by Hogard, to hold over passage of the
revised bUdget.

PROPOSED RESOLUTION AUTHORIZING PAYMENT OF IN-LIEU TAXES TO
SEAL BEACH SCHOOL DISTRICT.
The proposed resolution was read by Executive Oirector-
Secretary Courtemarche. Holden moved, second by Gummere, to
approve the resolution.
Mrs. Lindstrom, 215 14th Street, spoke from the audience on
the legality of allocating funds to the Seal Beach School
District and not to the high school and junior college school
districts. Mr. Fuhrman stated certain legal matters were in
question and that passage of the proposed resolution should
be held over: Mr. Hogard concurred. Interim City Attorney
explained that there could be some legal questions. '
Mr. Gummere stated that Eugene Jacobs, Legal Counsel for the
Agency, had indicated that the Agency could legally provide
funds to the School District for capital projects.
Mr. Marx Dressler, Superintendentoof the Seal Beach School
District, inquired as to the amount of the proposed allocation.
Discussion by members of the audience and the members of the
Agency~followed. Mr. Gummere suggested the vote on the pro-
posed resolution be held over; Mr. Holden withdrew his motion.

Hogard moved, second by Fuhrman, to adjourn the meeting of
the Redevelopment Agency of Seal Beach at 7:55 p.m.
