HomeMy WebLinkAboutRDA Min 1970-11-02 11-2-70 ~ November 2, 1970 The Redevelopment Agency of Seal Beach convened for a study session at 7:00 p.m., November 2, 1970, in the Council Chambers, 211 8th Street, Seal Beach, California. Agency members introduced themselves to the audience. I Chairman Covington explained the reason for calling the study session was to consider by-laws, particularly to establish the days of the month, time, and place of future Agency meetings. The Agency members agreed that regular would be held on the second and fourth at 8:00 p.m., in the Council Chambers, meetings of the Mondays of each 211 8th Street. . Agency month Study session adjourned. The regular meeting of the Redevelopment Agency of Seal Beach was called to order by Chairman Covington at 7:30 p.m., with the Pledge of Allegiance. AYES: NOES: Barnes, Covington, Jackson, Lindstrom, Scheiblauer None Motion carried. REVISION OF BY-LAWS Mrs. Scheiblauer moved to recind Redevelopment Agency Resolu- tions Number A 1-67 and Number 69-12. Mr. Courtemarche explained that only those portions of the resolutions which the Agency wished to modify need be recinded and that could be accomplished through the amending process. Motion withdrawn. Mr. Barnes moved to amend Article III, Section 2 of the by-laws to establish Agency meetings on the second and fourth Mondays of each month at 8:00 p.m., and in the event such meeting falls on a legal holiday, then meeting shall be held on the next succeeding day. Chairman Covington seconded the motion. I Mrs. Scheiblauer asked that Section III be modified to reduce time of notice of special meetings from two days to four hours, including delivery to the members' residence. Mr. Courtemarche suggested that the Agency may wish to instruct him to prepare a resolution of by-law.s incorporating all agreed upon Changes for presentation at an adjourned meeting to be held Monday, November 9, 1970, at 8:00 p.m. Agency members unanimously agreed. Mr. Barnes withdrew his original motion. 11-2-70 '70 Mr. Jackson suggested modification of Article II, Section 1, to include resident-elector approach. Agency members agreed. Mr. Barnes suggested modification of Article III, Section 5, so that the report of the Executive Director-Secretary's report will follow "Approval of Minutes" on the agenda. Discussion followed and Agency members agreetono oMr. Barnes' I proposal. ORAL COMMUNICATIONS Mrs. Scheiblauer asked to read a resolution she had prepared concerning a "90-day moratorium." Discussion followed. Dr. Jackson moved to adjourn to Monday, November 9, 1970, at 8:00 p.m., in the Council Chambers. Mr. Barnes second the motion.
