Chairman Covington explained that the legal ramifications
of Resolution Number 70-7 are extensive: will be an
agenda item at the next regular meeting of December 28.
Mr. Lindstrom requested that a lot of consideration be
given to the land within the Agency, as there is too
much at stake not to warrant a good hard look.
ADJOURNMENT
Chairman Covington moved, second by Barnes, to adjourn
to December 21, 1970, at 7:30 p.m., to consider the
general policy resolution.
The Redevelopment Agency adjourned at 10:15 p.m., by
unanimous vote of those present.

The Redevelopment Agency of Seal Beach met in regular
adjourned session in the Council Chambers, 211 8th
street, Seal Beach, California, at 7:30 p.m.,
December 21, 1970. The meeting was called to order
by Chairman Covington with the Salute to the Flag.

UNFINISHED BUSINESS
Chairman covington opened.discussion by briefly out-
lining the chain of events leading up to the meeting
of December 21. Included in the outline was passage
bf City Council Resolution Number 1923, time and money
expended in creating the Agency, and the consensus of
opinion of the Redevelopment Agency members that the
Agency may be a beneficial tool if used properly.

Resolution Number 70-7:
"A RESOLUTION" OF THE REDEVELOPMENT
AGENCY OF THE CITY OF SEAL BEACH
RECOMMENDING A~TION ON CITY COUNCIL
RESOLUTION NUMBER 1923 BE DELAYED
BY THE CITY COUNCIL, AND MAKING A
STATEMENT OF POLICY OF THE REDEVELOP-
MENT AGENCY."

Mr. Barnes favored amending Section 2, Part B, of
Resolution Number 70-7 to read n. . .such as connec-
tive 'cut-throughs' on the Pacific Electric Right of
way."
Mrs. Scheiblauer favored deleting Section 2, Part B,
entirely, stating that all the legal ramifications of
such action are not known at this time, and that she
would like a statement of policy included in Section 3.
Chairman Covington replied that a statement of policy
may be added at a later date.
Interim Legal Counsel stated that in the opinion of
Special Legal Counsel Eugene Jacobs, "Agency contri-
butions to school district capital outlay projects is
legal.
Mr. Barnes disagreed and felt that it would be
unethical to include some school districts and not
others.

are Jackson stated that Resolution Number 70-7 does
not favor any specific major projects, action by the
Agency onlmajor projects should be dictated by the
people.
Mr. Lindstrom stated that he is somewhat confusedr
he received a copy of City Council Resolution Number
1923 which he felt weakened the Agency, but also
received instructions to initiate action on "cut-
throughs" on the Pacific Electric Right of way.
Chairman Covington made a final statement.
