One bidder was deemed non - responsive at the time of bid opening due to
missing bid bond in the bid package.
Shortly after the bid opening, the City received notice from a pipe supplier that
indicated some inconsistencies in the material called out in the bid package. The
supplier stated that some contractors bid on alternative materials. After
researching the claim, staff concluded all bids received were not all comparable
due to unclear direction in the bid package.
Staff spoke to the low bidder and informed them of the confusion.
Based upon the claim and researching the bid package, staff recommends
rejecting all bids, revising the bid package, eliminating all inconsistencies and re-
advertising. A new bid opening date is set for October 13, 2009.
