The Redevelopment Agency of the City of Seal Beach met in
regular adjourned session at 7:15 p.m. with Chairman Holden
calling the meeting to order with the Salute to the Flag.

APPROVAL OF MINUTES
McKnew moved, second by Holden to approve the minutes of the
regular meeting of August 26, 1974 as presented.

PROPOSALS - DEVELOPMENT OF THE LOS ANGELES DEPARTMENT OF WATER AND
POWER PROPERTY
Mr. Courtemarche,reported that two developers had presented proposals
for the development of the Department of Water and Power property.
Letters of proposals from Broadmoor Homes, Inc. and Seal Beach
Associates were received by the Agency.
Mr. Wil1iam'T. Dawson, Seal Beach Associates, addressed the Agency
stating that the recommendations made in the City Manager's letter
dated August 16, 1974 and the staff recommendations dated July 3,
1974 were acceptable to Seal Beach Associates and could be met.
Mr. Dawson introduced Pete Walker of Sasaki-Walker Associates and
partner of Seal Beach Associates, as the planner and landscape
architect for the proposed project and was commissioned to design
the three acre park to be dona~ to the city. Mr. Walker explained
the preliminary sketch of the proposed development to the Agency
members.
Mr. Courtemarche explained that ,the Broadmoor Homes proposal was for
higher density and presented the staff recommendations to tentatively
select Seal Beach Associates as the developer for the project.
Sales moved, second by McKnew, that the Redevelopment Agency
tentatively select Seal Beach Associates as the developer with
whom to enter into an agreement pursuant to their proposal, that
the Agency authorize the Executive Director and the City Attorney
to negotiate the terms of a preliminary disposition agreement with
Seal Beach Associates, that said agreement be prepared for
consideration by the Redevelopment Agency at their next meeting.

Chairman Holden stated that a letter had been received from Neil
Pinney, requesting that his letter be read into the record and
moved that Mr. Pinney's letter be entered into the record. The
motion was seconded by Mr. Sales.

Gentlemen:
As an Architect and Urban ~lanner with 20 years experience
and association with many development projects, I would
like to respectfully offer some thoughts on the approach
to the disposition of the DWP property -- living in Seal
Beach as I do and having a stake in the town as a resident.
I
Rather than decide on the merits of a plan I believe that
some fundamental questions should be asked. Should this
unique piece of open space be developed in residential
land use with a three acre park? Or should It be retained
and developed totally for public use of Seal Beach
residents?
A simple answer is difficult but the issue might be drawn into
sharper focus by looking at Seal Beach as a whole, the
objectives of the land use element, the people-needs,
and trade-off possibilities for the entire community.
The land use element calls for a park of three acres
minimum. In my understanding, the element does not
limit the maximum size of the park.
The element encourages ways to knitting together
remote parts of the city. This objective could be
reached by developing the entire site as a park with
cultural faci 1 ities to serve all residents in Seal
Beach who would meet there to share in activities.
What is needed is a comprehensive working urban design
~nd financial development plan for the entire city. It
would examine the trade-offs and the possibility of employing
such tools as development rights transfer. This has been
used successfully in other cities to retain rapidly
disappearing open space while stimulating revenue..

By a piece-meal approach to development such plans as the
one by Seal Beach Associates has submitted are inevitable.
In my opinion, the plan for housing development by Seal
Beach Associates 'would make accessibility to the park
difficult from First Street and Marina Drive"and would
create a visual barrier separating the park from the City
it is meant to serve. In effect the park would become turf
for the expensive homes that would be built there.
Rather than building more high income housing, I for one
believe that what is needed is more low and moderate
income housing that can have access to attractive locations.
Finally, the recent history of City Planning has demonstrated
time and again the failure of ambitious projects that do not
have a foundation in democratic citizen participation. The
agency and citizen groups by working together in harmony,
should be capable of retaining a desirable scale for Seal
Beach, serving the needs of diverse user groups, and
improving the quality of the environment by the intelligent
development of sites such as the DWP property.
