':'2€4 Seal Beach, California August 25, 1975 The Redevelopment Agency of the City of Seal Beach met in regular session at 7:45 p.m. with Chairman Sales calling the meetl~g to order with the Salute to the Flag. ROLL CALL Present: Cha i rman Sa I es Agency Members Barton, Holden, McKnew I Absent: Agency Member Blackman Also present: Mr. Courtemarche, Executive Director-Secretary Mr. Coughlan, Assistant City Attorney APPROVAL OF MINUTES Holden moved, second by Barton, to approve the minutes of the regular adjourned meeting of August 11, 1975 as presented. AYES: NOES: ABSENT: Barton, Holden, McKnew. Sales None Blackman Motion carried AWARD OF BID - IRRIGATION SYST,EM MATERIALS (Second Section) - PACIFIC ELECTRIC RIGHT-OF-WAY Bids were received and opened by the City Clerk at 10:00 o'clock a.m., August 25, 1975 for Irrigation System Materials (second section) for the Pacific Electrl,c Right-of-Way as follows: Plpeway Irrigation, Inc. Oranco Supply Co. South Orange Supply A-I Turf Irrigation Sales $ 4,808.19 5,135.88 5,304.21 5,442.50 I Holden moved, second by McKnew, to award the bid to the low bidder, Pipeway Irrigation, Inc., for the prices bid, reject all other bids and authorize the Executive Director-Secretary to purchase the materials. AYES: ' NOES: ABSENT: Barton, Holden, McKnew, Sales None Blackman Motion carried AWARD OF BID - TEXTURED CONCRETE - PACIFIC ELECTRIC RIGHT-OF-WAY Bids were received and opened by the City Clerk at 10:00 o'clock a.m., August 25, 1975 for Textured Concrete for the Pacific Electric Rlght- of-Way as follows: Sullivan Concrete Textures Patterned Concrete Ben F. Smith, Inc. Leonite Concrete, Inc. $ 6,035.20 6,035.20 6,412.40 6,601.00 The Executive Director-Secretary noted that there were two low bidders and requested that the City Clerk flip a coin to determine the award to either of the low bidders. It was determined by the Chairman that 'heads' would be Sullivan Concrete Textures and 'tails' would be Patterned Concrete. The City Clerk flipped a coin and stated that it read 'tails' and showed the results of the flip to the Chairman. I McKnew moved, second by Sales, to award the bid to Patterned Concrete In the amount of $6,035.20 as the low bidder as determined by a flip of a coin, for the unit prices bid, reject 8-25-75 ;'::2ft5 all other bids and authorize the Executive Director-Secretary to purchase. AYES: NOES: ABSENT: Barton, Holden, McKnew, Sales None Blackman Mot I on carr i ed I AGENDA AMENDED The Executive Director-Secretary requested that the agenda be amended to Include approval of specifications for Installation of Irrigation equipment for the Pacific Electric Right-of-Way. Sales moved, second by McKnew, to amend the agenda as requested. AYES: NOES: ABSENT: Barton, Holden, McKnew, Sales None Blackman Motion carried SPECIFICATIONS - INSTALLATION OF IRRIGATION EQUIPMENT - PACIFIC ELECTRIC'RIGHT-OF~WAY , ' Holden moved, second by McKnew, to approve the specifications for the installation of irrigation equIpment for the Pacific Electric Right-of-Way Park Development (second section> and authorize the Executive Director-Secretary to obtain bids. AYES: NOES: ABSENT: Barton, Holden, McKnew, Sales None Blackman Motion carried Chairman Sales asked if any of the Agency Members had any requests. Mrs. Barton requested that a priority list be submitted for review at next meeting of the projects to be funded by the bonds that had been approved for bid on September 22. I Mr. McKnew stated that only as many projects as can be funded should be considered and that a staff recommendation as to procedures for the proposed projects would be helpful. Mr. Holden stated that a list would be helpful but noted they would be subject to change by priority. It was the consensus of the Agency that an official statement from the staff be presented on September 8 designating those projects that had generally been consIdered in the past under the bond proposal. . ..... ORAL COMMUNICATIONS. There were no oral communications from the audience.
