The Redevelopment Agency of the City of Seal Beach met In
regular adjourned session at 7:45 p.m. with Chairman Sales
calling the meeting to order wlth,the Salute to the Flag;

APPROVAL OF MINUTES
McKnew moved, second by Blackman, to approve the minutes of the
regula~ meeting of November 24! 1975 as presented. ' ,

AWARD OF BID - TREES, SHRUBS and GROUND COVER - PACIFIC ELECTRIC
RIGHT-OF-WAY - PROJECT NUMBER 323
Bids were received and opened by the City Clerk at 10:00 a.m.,
Decem ber 2, 1975 for Trees, Shrubs and Ground Cover, Project
Number 323, as follows:

Holden moved, second by Blackman, to award the bid for Trees,
Shrubs and Ground Cover for the Pacific Electric Right-of-Way
Lanscaping, Project Number 323, to the low bidder, ABC Nursery,
Inc., reject all other bids and that, the Executive Dlrector-
Secretary be authorized to issue a purchase order based on the
unit prices bid.

ROCKWELL PROPERTY--ESCROW INSTRUCTIONS
The City Engineer presented the report and stated that the
Rockwell property escrow instructions and amendments had been
reviewed and approved by the City Attorney and the Rockwell
Corporation. Agencymember Barton asked if the geological and
soil tests would be complete prior to the close of escrow. The
City Engineer stated that they would.
Holden moved, second by Sales, to authorize the Executive
Director-Secretary to execute the escrow Instructions.

RESOLUTION NUMBER 75-19 - SEAL BEACH SCHOOL DISTRICT PAYMENT
Resolution Number 75-19 was presented to the Agency by title "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH
AUTHORIZING PAYMENT IN LIEU OF TAXES TO THE SEAL BEACH SCHOOL
DISTRICT." ,The Executive Director reported that the staff and the
Seal Beach School District had reviewed,the use by the district
of Agency funds and referred to the report from Mr. Dressler,
Superintendent of Schools regarding same. It was the consensus
of the Agency members that the Resolution, be amended to include
the words "for fiscal year 1975-76" in'the last paragraph.
Blackman moved, second by McKnew, to waive full reading and adopt
Resolution Number 75-19 as amended.

ORAL COMMUNICATIONS
Chairman Sales stated that this was the time for oral communications.
Agency member McKnew asked that the Executive Director urge Seal
'Beach Associates to provide "thei'r proposed agreement for the Department
of Water and Power property In time for adequate review by the Agency.
Sven Lindstrom, 215 - 14th Street, asked if the City had entered into
an agreement with Seal Beach Associates before State or Department
of Water and Power approval. The City Attorney clarified that a
Preliminary Disposition Agreement had been entered Into with Seal
Beach Associates to allow for negotiations only and that ro commitments
were binding and that conditional agreements of this type are properly
legal. There were no other oral communications.

McKnew moved, second by Sales, to adjourn the meetln~'at 8:03 p.m.
