The Redevelopment Agency of the City of Seal Beach met in
regular session at 7:45 p.m. with Vice Chairman Blackman
calling the meeting to order with the Salute to the Flag.

APPROVAL OF MINUTES
Holden moved, second by Laszlo, to approve the minutes of the
regular meeting of April 26, 1976 as presented.

SELECTION OF CHAIRMAN
Vice Chairman Blackman declared nominations open for Chairman
of the Redevelopment Agency of the City of Seal Beach for the
year 1976-77. Agency Member Laszlo nominated Mr. Holden as
Chairman of the Agency. Gray moved, second by Blackman, that
nominations be closed and that Harold K. Holden be declared
Chairman of the Redevelopment Agency of the City of Seal Beach.

SELECTION OF VICE-CHAIRMAN
Chairman Holden declared nominations open for Vice Chairman of
the Redevelopment Agency of the City of Seal Beach for the year
1976-77, Agency Member Gray nominated Mr. Blackman as Vice
Chairman of the Agency. Laszlo moved, second by Blackman, that
nominations be closed and that Thomas E. Blackman be declared
Vice Chairman of the Redevelopment Agency of the City of Seal
Beach.

COMMUNICATION - MR, KREDELL
Agency Member Kredell presented a communication requesting that
study sessions be conducted by this Agency regarding: (A) 1978
3.4 million dollar note conversion; (B) Alternatives to new
Police Station Project and firm projection of actual total cost;
(C) Alternatives to P. E. 'library site; (D) Alternatives to
specific problems concerning trailer park, including Agency
purchasing property and establishing own trailer park housing
authority. Delineate RDA relocation costs and source of these
funds; (E) (deleted); (F) Effect of Hellman lawsuit on the RDA;
and (G) Clarification of the effect of S,B. #90 on our schools
where tax increment financing is concerned, and requested that
a ninety day moratorium on any RDA business, contracts or
agreements be considered by this Agency.

Discussion followed with Mr. Gray suggesting that a thirty day
moratorium would be ample for the requested study. The Executive
Director stated that there would be no actions brought by the
Agency for thirty days,

Kredell moved, second by Laszlo, that a ninety day moratorium on
Redevelopment Agency business, contracts or agreements be imposed.
