The Redevelopment Agency of the City of Seal Beach met in regular
session at 7:45 p.m. with Chairman Holden calling the meeting to
order with the Salute to the Flag.

I t was noted that the absence from the meeti,ng of ,Agency Members
Blackman and Laszlo was excused.
Also present: Mr. Courtemarche, Executive Director-Secretary
Mr. Dorsey, Assistant City Attorney
APPROVAL OF MINUTES
Gray moved, second by Kredell, to approve the minutes of the
regular meeting of Jul,y 26, 1976 as presented.

ORAl COMMUNICATIONS
Chairman Holden stated that this was the time for oral communications.
, Executive Director Courtemarche stated that an appeal to the construction
of the library had been filed with the California State Coastal
Commission and was set to be hea~d in Burlingame, California, on
September 1st. Mr. Courtemarche also stated that he had designated
Mr. Neprud, Planning Director, to represen~,th~.City of Seal ~~ach
at this appeal. Mr. Courtemarche reque~ted't~ai'the Agency aajourn to
September 13, 1976 at 7:30 p.m. for consideration of plans and
specifications for the police facility, city corporation yard and the
library/senior citizens center. Councilman Kredell, stated that he
wished to attend the hearing as the representative of this City and
of the district In which the proposed llb~ary was to,be constructed.
Mr. Kredell also requested that the Executive Director be directed to
contact the State Coastal Commission asking that the appeal hearing
be held In the Los Angeles area rather than the San Francisco area.
Councilman Gray stated that he objected to Mr. Kredell attending this
hearing as the official representative of this city because Mr. Kredell
did not represent the maJority of the governing body who have gone'on
record by resolution in support of the librar,v/senior citizen center.
There were no other oral communications; Chairman Holden declared
oral communications closed.
ADJOURNMENT
Gray moved, second by Kredell, to adjourn the meeting to September
13, 1976 at 7:30 p.m.

It was the consensus of the Agency that the Executive Director
would contact the State Coastal Commission requesting relocation
of the hearing.
The meeting adjourned at 7:54 p.m.
