HomeMy WebLinkAboutRDA Min 1976-09-13 ~~~~ 9-13-76 Seal Beach, California September 13, 1976 The Redevelopment Agency of the 'City of Seal Beach met in regular adJourned session at 7:30 p.m. with 'Chairman Holden calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Holden Agency Members Blackman, Gray, Kredell, Laszlo I Absent: None Agency Member Kredell arrived at 7:35 p.m. Also present: Mr. Gaudio, Acting Executive Director-Secretary Mr. Coughla~, Assistant City Attorney APPROVAL OF MINUTES Holden moved, second by Gray, to approve the minutes of the regular meeting of August 23, 1976 as presented. Agency Members Blackman and Laszlo stated that they'would abstain from voting on the approval of the minutes as they were absent from that meeting. AYES: NOES: ABSENT: ABSTAIN: Gray, Holden None Kredell Blackman, Laszlo Motion failed It was the order of the Chair with consent of the Agency members present to hold over the approval of the minutes until later in the meeting when the full Agency was present. Agency member Laszlo asked the reason for adjourning the meeting to this date. Chairman Holden explained that the meeting had been adJourned from August 23rd by unanimous vote of the members present to consider plans'and specifications for the proposed police facility and city corporation yard,at,this time. Agency Member Kredell arrived at 7:35 p.m. I APPROVAL OF MINUTES Agency Member Kredell asked that the minutes be corrected to reflect his request that the appeal hearing for the library be held in the Los Angeles area rather than the Southern area as stated in Oral Communications. Holden moved, second 'by Gray, to approve the minutes of August 23, 1976 with the c~rrection as requested by Mr. Kredell. AYES: NOES: ABSTAIN: Gray, Holden, Kredell None Blackman, Las~lo Motion carried Agency Member Kredell asked for a report on his request that the State Coastal Commission be contacted requesting that the appeal hearing for the library be moved to the Los Angeles area. The Acting Executive Director reported that a full report on this matter was included on the City Council agenda. Q PLANS and SPECIFICATIONS - POLICE FACILITY and CITY CORPORATION YARD Mr. Halldin, City Engineer, presented the report to the Agency and reviewed previous actions taken regarding provious bids for the proposed Police Facility and City Yard. Mr. Halldln reported that modifications had been made to the plans and specifications by the Architect and the staff as authorized by~the City Council at their July 12, 1976 meeting and that the notice inviting bids would now allow contractors to bid on the combined projects or separately, and anticipated that this would result in a more competitive bid. Agency Member Kredell stated I 9-13-76 t)l~,'" ~ IV..'.... that he would vote against approval of the plans and specifications because he was opposed to relocation of the polIce facility. Chairman Holden moved to approve the revised plans and specifications and to authorize the City Manager to obtain bids in accordance with an agreement between the City and the Agency approved on January 26, 1976. Agency Member Blackman seconded the motion. Lengthy discussion followed. 1 Roll call on the motion: AYES: NOES: Blackman, Gray, Holden Kredell, Laszlo Motion carried ORAL COMMUNICATIONS ChaIrman Holden declared oral communications open. Mr. Gaudio, Acting Executive Director, responded to a question from Mr. Kredell stating that a report on the library appeal hearing was on the City Council agenda and that there were two options for location of the hearing, September 22 In San Diego or October 19 In Los Angeles. Gil Nelson, 1001 Seal Way, addressed the Agency. There were no other oral communications; Chairman Holden declared oral communications closed.
