Seal Beach, California October 26, 1976 The Redevelopment Agency of the City of Seal Beach met in regular session at 7:45 p.m. with Chairman Holden calling the meeting to order with the Salute to the Flag. 1 ROLL CALL Present: Chairman Holden Agency Members Blackman, Gray, Kredell, Laszlo Absent: None Also present: Mr. Courtemarche, Executive Director-Secretary Mr. Coughlan, Assistant City Attorney APPROVAL OF MINUTES Blackman moved, second by Laszlo, to approve the minutes of the regular meeting of September 27, 1976 as presented. AYES: NOES: Blackman, Gray, Holden, Kredell, Laszlo None Motion carried PLANS and SPECIFICATIONS - ACCESS ROAD - CITY YARD/POLICE FACILITY The Executive Director presented the staff report, noting that the project provided for a water main, sewer main, curb and gutter, driveways and paving to serve the proposed police facility and city corporation yard and estimated the cost of the project at $90,000. I Blackman moved, second by Holden, to approve the plans and specifications for the access road and authorize the City Manager to obtain bids in accordance with the agreement between the City and the Redevelopment Agency approved January 26, 1976. Agency Member Kredell stated that he was opposed to the project because the bids for the city yard/police facility had not yet been received. The Executive Director stated that the Agency was only approving the plans and specifications at this time and that consideration of the bids for this project would be after the bids for the city yeaI'd/police facility bids were considered. AYES: NOES: Blackman, Gray, Holden, Laszlo Krede II Mot.! on carr i ed " PLANS and SPECIFICATIONS - LIBRARY/SENIOR CITIZENS FACILITY Mr. Courtemarche presented the staff report and recommended approval of the plans and specifications for the Mary Wilson Library/Senior Citizen Facility. Agency Members Kredell and Laszlo stated their opposition to the location of the proposed facility. Blackman moved, second by Gray, to approve the plans and specifications for the Mary Wilson Library and Senior Citizens Facility and authorize the City Manager to obtain bids in accordance with the agreement between the City and the Redevelopment Agency approved January 26, 1976. I AYES: NOES: Blackman, Gray, Holden Kredel1, Laszlo Mot ion carr i ed RESOLUTION NUMBER 76-5 - REPAYING $60,000 TO CITY The Executive Director reported that a Specific Plan for Main Street had been adopted in January 1976 and in order to initiate the improvements to Main Street it had been determined that the Redevelopment Agency repay $60,000 to the City for this purpose. Mr. Courtemarche reviewed the proposed improvements as stated in the memorandum from the Planning Director dated October 19, 1976. 10-26-76 30r';: The City Attorney stated that it was not appropriate for the Redevelopment Agency to direct the City Council to use funds for a specific purpose and recommended that this direction be deleted from the title and the text of the proposed resolution. , , Blackman moved, second by Laszlo, to adopt, Resolution Number 76-5 as amended entitled "A RESOLUTION OF THE REDE'VELOPMENT AGENCY OF THE CITY OF SEAL BEACH REPAYING $60,000 TO THE CITY OF SEAL BEACH." AYES: NOES: Blackman, Gray, Holden, Kredell, Laszlo None Motion carried ORAL COMMUNICATIONS Chairman Holden stated that this was the time for oral communications. Mr. Terry Barton, 415 Oc~an Avenue, complained that Councilman Kredell had not complied with the variance given for his apartment building in 1972. There were no other oral communications from the audience.
