The Redevelopment Agency of the City of Seal Beach met in special
session at 7:30 p.m. with Chairman Holden calling the meeting to
order with the Salute to the Flag.

Mr. Garland, Deputy City Attorney
The City Clerk read the Notice of Special Meeting in full and certified
that notices had been mailed and posted as required by law. Chairman
Holden stated that only matters of business as stated on the Notice of
Special Meeting could be discussed and declared that the Notice of
Special Meeting be included in the minutes as a'matter of record.

You and each of you will please take notice that Harold K.
Holden as presiding officer of the legislative body of the
Seal Beach Redevelopment Agency, hereby calls and gives notice
of a special meeting of the Seal Beach Redevelopment Agency to
be held and convened at the hour of 7:30 p.m., Monday, November
8, 1976, in the Council Chambers, 211 - 8th Street, Seal Beach
California, to transact the following business:
I. To consider award of bid for the City Corporation
Yard Facility and items related thereto; and
2. To consider award of bid for the Police Facility
and Items related thereto.

Bids were received and opened by the

Blackman moved, second by Gray, that the contract be awarded to
the low bidder, Willens & Bertisch for the lump sum amount of
$505,913, reject'all other bids and authorize the City Manager to
execute the contract. Agency Member Kredell stated that he was
not opposed to the new city yard but wanted the project put on the
ballot for a vote of the people. '

AWARD OF BID - POLICE FACILITY
Bids were received and opened by the City Clerk at 4:00 p.m., November
4, 1976 for construction of the Police Facility, Project No. 4~2 as
follows:

Blackman moved, second by Holden, to award the contract to the low
bidder, Johnson & Mape for the lump sum amount of $939,000, reJect
all other bids and authorize the City Manager to execute the contract,
and to authorize the staff to secure bids for the equipment.
The Agency and staff discussed various aspects of the construction
of the proposed facility. Kredell moved, second by Laszlo, to
yield the floor to a resource person In the audience.

Petitions were received by the Chairman from a "Right to Vote
Committee" regarding capital projects over $250,000. Lengthy
discussion followed.

Correction to the minutes as directed by the Agency at the regular
meeting, November 22, 1976:
Gordon Shanks, 215 Surf Place, wished to have it noted in the minutes
that he was not allowed to give oral communications at this meeting.
(City Clerk's clarification: This statement was in fact made at the
Council meeting of November 8, not the Redevelopment Agency meeting).
ADJOURNMENT
It was the order of the Chair that the meeting adjourn at this
time. Blackman moved, second by Gray, to adjourn the meeting at
8:05 p.m.
