The Redevelopment Agency of the City of Seal Beach met in
regular session at 7:45 p.m. with Chairman Holden calling the
meeting to order with the Salute to the Flag.

APPROVAL OF MINUTES
Blackman moved, second by Laszlo, to approve the minutes of the
regular meeting of October 26, 1976.

None Motion carried
Gordon Shanks, 215 Surf Place, asked that it be noted in the minutes
of November 8, 1976 that he was not allowed to give oral communications
at this meeting.
Blackman moved, second by Gray, to approve the minutes of the
special meeting of November 8, 1976 as corrected.

AWARD OF BID - STREET, WATER and SEWER IMPROVEMENTS - CITY YARD
and POLICE FACILITY
Bids were received and opened by the City Clerk at 2:00 o'clock
p.m., November 19, 1976 for Street, Water and Sewer Improvements
adjacent to the new City Yard and Police Facility as follows:

Blackman moved, second by Gray, to award the contract to the low
bidder, MacWell, for the lump sum of $94,904.21, reject all other
bids and authorize the City Manager to execute the contract.

Agency Member Kredell stated that he would vote against the award
of bid because he was opposed to the location for the Police Facility.
Mayor Blackman stated that he wished the record to show that both
facilities exceeded $500,000.00.

ORAL COMMUNICATIONS
Chairman Holden stated that this was the time for oral communications.
Mr. George Supple, 1605 Merion Way, 41-F, requested a copy of the
most recent Redevelopment Agency financial report. There were no
other oral communications; Chairman Holden declared oral communications
closed.

ADJOURNMENT
Blackman moved, second by Laszlo, to adjourn the meeting to
December 13, 1976 at 7:30 p.m. for the award of bid for the library/
senior citizen center.
