HomeMy WebLinkAboutRDA Min 1977-01-24 1-24-77~4)~1 Seal Beach, California January 24, 1977 The Redevelopment Agency of the City of Seal Beach met in regular session at 7:45 p.m. with Vice-Chairman Blackman calling the meeting to order with the Salute to the Flag. I ROLL CALL Present: Vice Chairman Blackman Agency Members Gray, Kredell, Laszlo Absent: None Vacancy: One Also present: Mr. Courtemarche, Executive Director-Secretary Mr. Coughlan, Assistant City Attorney APPROVAL'OF MINUTES Agency Member Kredell stated that a statement made at the December 13 meeting was not included in the minutes as he had requested. Discussion followed. Laszlo moved, second by Gray, to approve the minutes of the regular adjourned meeting of December 13, 1976 and the minutes of the regular meeting of December 27, 1976 as presented. AYES: NOES: VACANCY: Blackman, Gray, Laszlo Kredell One Motion carried GRANT OF EASEMENT - SOUTHERN CALIFORNIA EDISON COMPANY The ExecutIve Director reported that the Grant of Easement to the Southern California Edison Company covered the proposed installation of underground electrical facilities to serve the Mary Wilson Library and Senior Citizen Center. Laszlo moved, second by Kredell, to approve the Grant of Easement to the Southern California Edison Company and authorize the Chairman and the Executive Director- Secretary to execute the document. I AYES: NOES: VACANCY: Blackman, Gray, Kredell, Laszlo None One Motion carried RESOLUTION NUMBER 77-1 - REPAYING $10,000 TO CITY OF SEAL BEACH ResolutIon Number 77-1 was presented to the Agency by title "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH REPAYING $10,000 TO THE CITY OF SEAL BEACH." The Executive Director reported that the additional funds were needed to finance the first phase of the Main Street Improvements. Laszlo moved, second by Kredell, to waive further reading and adopt Resolution Number 77-1 as presented. AYES: NOES: VACANCY: Blackman, Gray, Kredell, Laszlo None One Motion carried COMMUNICATION - TRAILER PARK RESIDENTS A communication from residents of the Seal Beach Trailer Park was received by the Agency. The Executive Director read the letter supporting the Planned Development of the Trailer Park and noted that a petition from the residents was attached. Laszlo moved, second by Kredell, to receive and file the communication and petition. I AYES: NOES: VACANCY: Blackman, Gray, Kredell, Laszlo None One Motion carried 3i\:' 1-24-77 APPOINTMENT OF CHAIRMAN Agency Member Gray moved to appoint Mr. Laszlo as Chairman of the Redevelopment Agency for the remainder of the 1976-77 year. Agency Member Blackman seconded the motion. . AYES: NOES: VACANCY: Blackman, ,Gray, Kredell, Laszlo None One Motion carried Agency Member Laszlo was declared Chairman of the Redevelopment Agency for the remainder of the 1976-77 year. I ORAL COMMUNICATIONS Chairman Laszlo declared oral communications open from the audience. Alan Schneeberg, Attorney for the Legal Aid Society of Orange County and Legal Action for Better Housing, stated that he was representing trailer park resIdents who were concerned with the development of the park and the relocation of its residents. Mr. Schneeberg also referred to the petition received by the Agency supporting the development and possible violation of California Relocation Laws. It was the Order of the Chair with consent of the Agency members present that the remainder of oral communications be held over until after the close of the City Council meeting. The meeting adjourned at 8:09 p.m. The meeting reconvened at 11:50 p.m. with Chairman Laszlo calling the meeting to order. Chairman Laszlo stated that this was the time for Oral Communications for the Redevelopment Agency to continue. Gilbert Nelsen, 1001 Seal Way and a member of the E.Q.C.B., directed his remarks to development of the Trailer Park and relocation of its residents. The City Attorney reported that a draft of the State Relocation Guidelines would be received within two weeks and at that time would be submitted to the Project Area Committee for their review. Mr. Dawson, 11 Marina Drive, addressed the Agency I reviewing the hIstory of the Trailer Park, referring to the Participation and Disposition Agreement entered into with the Agency in April 1976 and reviewed the proposed development for the Trailer Park. There were no other oral communications; Chairman Laszlo declared oral communications closed.
