ROLL CALL Present: Chairman Laszlo Agency Members Blackman, Gray, Kredell, Weir I Absent: None Also present: Mr. Courtemarche, Executive Director-Secretary Mr. Coughlan, Assistant City Attorney APPROVAL OF MINUTES Blackman moved, second by Kredell, to approve the minutes of the regular adjourned meeting of May 9, 1977 as presented. AYES: NOES: ABSTAI N: Blackman, Kredell, Laszlo, Weir None Gray Mot i on carri ed PURCHASE OF EQUIPMENT - POLICE FACILITY Police Chief Cibbarelli presented the staff report and recommended purchase of equipment for the Police Facility as recommended in the memorandum from the Executive Director dated May 17, 1977. Chief Cibbarelli referred to the letter from the City Attorney denoting equipment eligible to be funded by the Redevelopment Agency. Blackman moved, second by Weir, to award the bid for the closed circuit television surveillance system to Instant Replay Equipment Company I in the amount of $10,996.00; award the bid for the security system to Sigma Sales in the amount of $5,701.30; award the bid for the darkroom equipment to Smart Supply Company in the amount of $5,438.94; award the bid for the tape logging system to Dictaphone in the amount of $15,327.00, as the lowest responsible bidders, and reject all other bids; authorize the purchase of radio equipment from Motorola Equipment in the amount of $29,604.74 as specified by Orange County Communications; authorize expenditure of $4,209.25 for items less than $2,000 each, which include: jail cooler, trash disposers, wall cabinets,"sink and sink cabinets, emergency lighting and interior and exterior signing; and authorize the Executive Director to purchase the above equipment. AYES: NOES: Blackman, Gray, Kredell, Laszlo, Weir None Motion carried CHANGE ORDER NO. 1 - MARY WILSON LIBRARY The Executive Director reported that the change order requested covered structural steel connectors in the amount of $378.00 and an air conditioning condenser in the amount of $3,548.50 for a total additional cost of $3,926.50 and were considered to be necessary for the proper completion of the work. Blackman moved, second by Gray, to approve the change and authorize the City Engineer to execute the order in the amount of $3,926.50. AYES: NOES: Blackman, Gray, Kredell, Laszlo, Weir None Motion carried I DISCUSSION - RELOCATION RULES and REGULATIONS Mr. Gaudio, Assistant to the City Manager and Secretary to the Project Area Committee presented the staff report and recommendations of the P.A.C. to the Agency and stated that the proposed "Agency Guidelines" were patterned after the California State Guidelines wIth specific amendments, additions and deletions as recommended by the City Attorney to bring the Rules into closer conformance with the 5-23-77 :H:::,,' Federal Regulations. The Agency commenced discussion of the Relocation Rules and Regulations. Blackman moved, second by Gray, to adjourn the Redevelopment Agency meeting untIl 9:00 p.m. this date. AYES: NOES: Blackman, Gray, Kredell, Laszlo, Weir None Motion carried I The Redevelopment Agency meetIng adjourned at 8:14 p.m. The meeting reconvened at 9:09 p.m. with Chairman Laszlo calling the meeting to order. . The Agency discussed the agreement with Seal Beach Associates for redevelopment of the Trailer Park; the amount of and number of persons eligible to receIve relocation and rental assistance payments; and reviewed the history leading to the proposed Trailer Park redevelopment. It was reported that the survey authorized by the Agency to determine Trai ler Park residents needs would be ava'i lable for the next meeting. Mr. William Dawson, Seal Beach Associates, responded to questions from the Agency members. Members of the audience spoke regarding the Relocation Rules and Regulations. It was the consensus of the Agency to hold over consideration of the proposed resolution adopting the RelocatIon Rules and Regulations until June 13 at which time the Trailer Park Survey would be available for revIew. I DISCUSSION - PRELIMINARY DISPOSITION AGREEMENT - SEAL BEACH ASSOCIATES - DEPARTMENT OF WATER AND POWER PROPERTY The ExecutIve Director reported that extension of the Preliminary Disposition Agreement with Seal Beach Associates for development of the Department of Water and Power property was presented to the Agency for discussion. Agency members discussed the park land location and reviewed how Its location was determined, pursuing other means of purchasing the entire parcel for a park site and the ,general conditions of the Preliminary Disposition Agreement. It was noted that this Agreement would again be presented to the Agency for consideration at a later date. There was no action taken by the Agency on this matter.
