HomeMy WebLinkAboutRDA Min 1977-07-11 , ~Z:'4 7-11-77 Seal Beach, California July 11, 1977 The Redevelopment Agency of the City of Seal Beach met in regular adjourned session at 7:30 p.m. with Chairman Laszlo calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Laszlo Agency Members Blackman, Gray, Kredell, Weir I Absent: None Also present: Mr. Courtemarche, Executive Director-Secretary Mr. Coughlan, Assistant City Attorney Blackman moved, second by Weir, to recess the Redevelopment Agency meeting at 8:00 p.m. to the City Council meeting and reconvene at 9:00 p.m. to continue the Redevelopment Agency agenda. AYES: Blackman, Gray, Kredell, Laszlo, Weir NOES: None Motion carr i ed Blackman moved, second by Weir, that Item "B" be considered first on the agenda. AYES: Blackman, Gray, Kredell, Laszlo, Weir NOES: None Motion carried PROPOSED PARTICIPATION AND DISPOSITION AGREEMENT - SEAL BEACH ASSOCIATES - REDEVELOPMENT OF THE TRAILER PARK The City Attorney stated that there was a change in Section 4 to add a last line in that paragraph to tie down the figures. Blackman moved, second by Gray, to approve the proposed Participation and Disposition Agreement with Seal Beach Associates for redevelopment of the Trailer Park and authorize the Executive Director and Chairman to execute the Agreement. I, Chairman Laszlo asked if campers as designated in a picture he presented to the Agency members, would qualify for relocation. The City Manager responded that self-propelled vehicles were not included under State Law unless the Agency would establish such a policy. Discussion followed regarding the need for building permits to build cabanas and it was suggested that all cabanas that do not have building permits should not be provided with relocation costs. The City Attorney agreed to research this matter for the Agency. Chairman Laszlo expressed concern over the priorities as listed in Section 6, Page 4 of the Agreement and suggested that Item "C" be moved up for first priority. Mr. Dawson, Seal Beach Associates, stated that the announced policy is seniority and supported the Chairman's view. Roll call on the motion: AYES: NOES: Blackman, Gray, Laszlo, Weir Krede 11 Motion carried The Redevelopment Agency recessed to the City Council meeting at 8:08 p.m. and it was the consensus of the Agency to reconvene this meeting at 9:00 p.m. I The Redevelopment Agency reconvened at 9:25 p.m. with Chairman Laszlo calling the meeting to order. 7-11-77 "':!',!, , . 11..'....., I~ PROPOSED AGREEMENT - CONSIDERATION OF RETAINING CONSULTANT - RELOCATION OF TRAILER PARK · Mary Jo Shelton, Administrative Assistant, presented a slide presentation of all aspects of the trailer park. Blackman moved that the Agency enter into an agreement with Municipal Services, Inc. for the maximum fee of $42,000 and authorIze the Chairman to execute the agreement. Chairman Laszlo seconded the motion so that the Agency could discuss this matter. Lengthy discussion followed among the Agency members regarding the need and the cost of the consultant, the requirements of the law, the possibility of negotiating a ceilIng cost for relocation and alternatives for using city staff to provide the relocation procedures. The ExecutIve Director stated that the staff would be workIng with the consultants and commented on the complexities of the relocation law and the need for experts in the field. Agency member Blackman with the consent of the second, withdrew his motion to approve the Aqreement. Grav moved. second bv Blackman. to hold consideration of this Aqreement for consideration at the last meetinq in Auqust. and that the Executive Director neqotiate with Mr. Dawson reqardinq some of the points that had been discussed at this meeting. AYES: NOES: Blackman, Gray, Kredell, Laszlo, Weir None Motion carried I ORAL COMMUNICATIONS Chairman Laszlo stated that this was the time for oral communications from the audie~ce. Mr. Dawson, Seal Beach Associates, expressed concern regarding the direction given by the Agency regarding the trailer park. The Executive Director stated that he would meet'with him to discuss the matter. There were no other oral communications; Chai'rman Laszlo declared oral communications closed.
