Weir 4480 Candleberry Avenue, Seal Beach 421 Beryl Cove Way, Seal Beach 13060 DelMonte Drive, 46-R, Seal Beach 1615 Seal Way, Seal Beach 1121 Northwood Road, 237-B, Seal Beach You and each of you will please take notice that Frank J. Laszlo, as presiding officer of the legislative body of the Seal Beach Redevelopment Agency, hereby calls and gives notice of a Special Meeting of the Seal Beach Redevelopment Agency to be held and convened at the hour of 5:45 p.m., Tuesday, September 20, 1977 in the Council Chambers, 211 - 8th Street, Seal Beach, California, to transact the fOllowing business: I. To consider appointment of special counsel to represent the Redevelopment Agency on matters invoiving the redevelopment of the Seal Beach Trailer Park; and I II. To consider: (a) Employment of a relocation consultant to administer relocation of the Seal Beach', Trailer.Park; or,(b) Authorize the Executive Director to administer relocation of the Seal Beach Trailer Park and authorize him to enter into necessary agreements with residents of the Trailer Park. Laszlo, Chairman Seal Beach Redevelopment Agency ATTEST: (signed) Jerdys Weir, City Clerk I APPOINTMENT OF SPECIAL COUNSEL The Executive Director reported that a letter had been receIved from the City Attorney stated that they were disqualifying their firm from advising the Agency on matters relating to the Trailer Parkl Condominium Project due to a recent agreement between Seal Beach Associates and Urban West for this project. Mr. Courtemarche reviewed the background of three attorneys wIth expertise in the field of redevelopment and relocation. Blackman moved, second by Weir, to appoint Mr. Thomas Parrington as Special Counsel for the redevelopment and relocation of the Seal Beach Trailer Park. AYES: NOES: Blackman, Gray, Laszlo, Weir Krede 11 I~ot i on carr i ed I RELOCATION 'OF TRAILER PARK RESIDENTS The Execut ive Director reported tii'a't at the, time the Agency cons i dered retaining a consultant for relocation services of the Trailer Park residents, the Agency had directed him to negotiate with the developer to provide this service. Mr. Courtemarche reported it had been determined that by law it would be a conflIct of interest for Seal Beach Associates to participate in the relocation process. The Executive Director recommended that the staff be authorized to provide the services as outlined in his memorandum dated September 15, 1977, or that the Agency retain the consulting firm of Municipal Services, Inc. at a cost of $42,000. Blackman moved, second by Weir, to authorize the Executive Director and his staff to begin discussion with trailer park residents and to enter into the necessary agreements with them for purposes of relocation. Lengthy discussion followed regarding the trailer park project. AYES: NOES: Blackman, Gray, Weir Kredell, Laszlo Mot i on carried I ORAL COMMUNICATIONS , Chairman Laszlo declared oral communications open. Agency Member Kredell asked if the Agency was committed to redevelopment of the Trailer Park. The Executive Director affirmed that it was. Agency Member Laszlo requested copies of the latest Trailer Park plans. It was noted that the Planning Commission and the Parks and Recreation Commission would be considering matters relating to this project during this week. The Agency briefly discussed the dedication of land and/or in lieu fees for the Project. Gil Nelsen, 1001 Seal Way, discussed in lIeu fees for the trailer park project. There were no other oral communications; Chairman Laszlo declared oral communications closed.
