HomeMy WebLinkAboutRDA Min 1977-10-10 , '. ~J , 10-10-77 Seal Beach, California October 10, 1977 The Redevelopment Agency of the City of Seal Beach met in regular adjourned session at 7:30 p.m. with Chairma~ Laszlo calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Laszlo Agency Members Blackman, Kredell I Absent: Agency Members Gray and Weir Also present: Mr. Little, Acting Executive Director Mr. Coughlan, Assistant City Attorney Chairman Laszlo introduced Assemblyman Dennis Mangers, 73rd District, who was present in the audience. Mr. Mangers addressed the Agency and presented a new legislative handbook to each member. APPROVAL OF MINUTES Agency Member Blackman stated he would abstain from voting on the August 22, 1977 Agency minutes as he was absent from that meeting. Laszlo moved, second by Kredell, to approve the minutes of the August 22, 1977 regular meeting as presented. AYES: NOES: ABSTAIN: ABSENT: Kredell, Laszlo ~one Blackman Gray, Weir Motion carried Laszlo moved, second by Kredell, to approve the minutes of the special meeting of September 20, 1977 as presented. AYES: NOES: ABSENT: Blackman, Kredell, Laszlo None Gray, Weir I Motion carried PUBLIC HEARING - VARIANCE - PARKING SPACE SIZE - TRAILER PARK Chairman Laszlo declared the public hearing open to consider a variance from Section 513 of the Redevelopment Agency Plan dealing with parking space size. The Secretary certified that notices had been published and mailed as required by law and that no communications had been received either for or against the matter. Blackman moved, second by Kredell, to continue the public hearing on Tuesday, October 25, 1977 at 7:30 p.m. AYES: NOES: ABSENT: Blackman, Kredell, Laszlo None Gray, Weir Motion carried ORAL COMMUNICATIONS Chairman Laszlo declared oral communications open. In response to Agency Member Kredell's querie regarding a newspaper article on Orange County Board action with redevelopment agencies, the City Attorney stated that he would have a report for next meeting on the effect of the new law as it relates to the Seal Beach Redevelopment Agency projects. Chairman Laszlo requested the Executive Director to obtain an appraisal on the value of the land that is to be considered for in-lieu park fees in the Trailer Park Development. Acting Executive Director Little responded that he had a tentative appointment with Mr. Lew Miller on Wednesday to negotiate for an appraIsal. It was noted that Mr. Dawson had agreed to pay the cost for an appraisal of the property in question. Discussion followed. The City Attorney stated that it would be advisable for the Agency to obtain an appraiser that had M.A.I. certification, from a legal I ~ 10-10-77 < , .;..u viewpoint. Gil Nelsen, 1001 Seal Way, questioned redevelopment agency financing for the trailer park project and suggested HUD Block Grant Funds Instead. Jean Dorr, 231 - 6th Street, disagreed with Mr. Nelsen's statements regarding HUD Grants. . Alan Schneeberg, associated with the Western Center on Law on Poverty, clarified the use of appropriate federal funding programs and the application of redevelopment agency authority and tax increments. Mr. Schneeberg referred to a law suit recently filed against redevelopment agencies in Los Angeles that he participated in and that their analysis concluded that the Seal Beach Redevelopment Plan as presently amended would not be subject to challenge but rather this was a model plan for other cities use in redevelopment and replacment housing programs. Mr. Schneeberg expressed concern that the lower income people that live in the Trailer Park which are his clients, would have to pay higher rents to absorb the cost of dedication fees required by the Agency. Agency Member Blackman suggested that the Agency recess until after the Council meeting for further oral communications from the audience due to the late hour. Mr. Nelsen was recognized by the Chair to make a brief statement that he had been referring to HUD 235, 236 and 701 Programs. The City Attorney responded to Mr. Kredell's querie regarding the progress of the sale of the notes. I ADJOURNMENT Blackman moved, second by Kredell, to adjourn to Tuesday, October 25, 1977 at 7:30 p.m. and that anyone wishing to speak on this matter could address the Council durIng Oral Communications.
