The Redevelopment Agency of the City of Seal Beach met in regular
adjourned session at 7:30 p.m. with Chairman Laszlo calling the
meeting to order with the Salute to the Flag.

regular adjourned meeting of October 10, 1977 as presented.

PUBLIC HEARING - VARIANCE - PARKING SPACE SIZE - SEAL BEACH TRAILER
PARK
Chairman Laszlo declared the public hearing reopened to consider a
variance from Section 513 of the Redevelopment Agency Plan dealing
with parking space size. The Secretary stated that this hearing was
continued from October 10, 1977, that notices had been published
and mailed as required by law for that meeting and reported that
one communication had been received since October 10 from Mr. Alan
Schneeberg of the Legal Aid Society of Orange County, copies of
which had been provided to the Agency. Mr. Neprud, Planning
Director, presented an overall description of the trailer park
redevelopment project. Mr. Neprud stated that 211 centralized open
parking spaces were proposed for the mobile home portion of the
project with 74 spaces, or 35%, designed for compact automobiles. It
was clarified that the matter under consideration in public hearing
was a variance from the Redevelopment Plan for those 74 compact car
parking spaces. Chairman Laszlo asked that members of the audIence
wishing to speak to this matter come to the microphone and state his
name and address for the record. Lew Bennett, 403 Ocean Avenue,
questioned the size of the parkIng areas. Mr. Neprud clarified that
137 spaces would be 9' x 20' with a 24' turning radius and the 74
proposed compact car parking spaces would be 8' x 18' with a 22'
turning radius. There were no other communications from the audience;
Chairman Laszlo declared the public hearing closed.

RESOLUTION NUMBER 77-9 - ENVIRONMENTAL IMPACT REPORT - SEAL BEACH
TRAILER PARK REDEVELOPMENT
Resolution Number 77-0 was presented to the Agency by title "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH
FINDING AND DETERMINING THAT AN ENVIRONMENTAL IMPACT REPORT FOR
REDEVELOPMENT OF THE SEAL BEACH TRAILER PARK IS SUFFICIENT AND
RECOMMENDING TO CITY COUNCIL APPROVAL AND CERTIFICATION OF THE
ENVIRONMENTAL IMPACT REPORT." Blackman moved, second by Gray, to
waive further reading and adopt Resolution Number 77-9 as presented.
Gilbert Nelsen, Chairman of the Environmental QualIty Control Board,
restated the recommendations of the E.Q.C.B., copies of which had
been provided to the Agency. Discussion followed with members of the
audience participating. Mr. Parrington, Special Counsel, responded
to questons regarding relocation assistance.

meeting to the City Council meeting at this time.

Chairman Laszlo calling the meeting to order.
RESOLUTION NUMBER 77-9 - continued
Discussion continued regarding the Trailer Park Redevelopment Project.
Mr. Parrington, Special Legal Counsel, reiterated the maximum relocation
expenses as prescribed by law and the Agency obligations pursuant to
the Agreement between the Agency and the developer.

CAR PARKING SPACES
Resolution Number 7710 was presented to the Agency by title "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH
GRANTING A VARIANCE FROM THE REDEVELOPMENT AGENCY PLAN FOR COMPACT
CAR PARKING SPACES." Blackman moved, second by Gray, to'waive further
reading and adopt Resolution Number 77-10 as presented.

Resolution Number 77-11 was presented to the Agency by title "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH
FINDING UNCLASSIFIED USE PERMIT UUP-I-77 AND PLANNED UNIT DEVELOPMENT
PUD-2-77 ARCHiTECTURALLY CONSISTENT WITH THE REDEVELOPMENT AGENCY PLAN."
Blackman moved, second by Gray, to waive further reading and adopt
Resolution Number'77-11 as presented.

ORAL COMMUNICATIONS
Chairman Laszlo declared oral communications open from the audience.
Gordon Shanks, 215 Surf Place, spoke in favor of the Agency employing
the services of a professIonal consultant to handle relocation of the
trailer park residents. Chairman Laszlo asked that the staff submit
information regarding consulting firms with expertise in this field
for Agency consideration. Jean Dorr, 231 - 6th Street, spoke
against any further delay of the Project. There were no other oral
communications; Chairman Laszlo declared oral communications closed.
