The Redevelopment Agency of the City of Seal Beach met in regular
session at 7:45 p.m. with Chairman Laszlo calling the meeting to
order with the Salute to the Flag.

Blackman moved, second by Gray, to approve the minutes of the regular
meeting of October 25, 1977 as presented.

TEMPORARY RELOCATION OF TRAILERS and MOBILE HOMES - TRAILER PARK
REDEVELOPMENT
Mr. Neprud, Planning Director, presented the staff report and
recommendations of the Planning Commission for the temporary
relocation of trailers and mobile homes in conjunction with the
redevelopment of the Trailer Park. Mr. Neprud stated that the
temporary relocation would result in a reduction of relocatIon
costs and would be a convenience for the Trailer Park residents to I'
remain in the City. Mr. Neprud further reported that escrow would
close on the sale of the property at the time the project is approved
by the Coastal Commission. The City Manager reported that the
approximate cost for the temporary improvements for this relocation
would be $18,500.00. Discussion followed with Mr. Parrington clarifying
the Agency's obligation to furnish safe and sanitary trailers and the
procedures by which this is acco~pllshed. Mr. Parrington further
clarified that the Redevelopment Agency has not purchased any trailers
from Mr. Dawson or Seal Beach Associates to date. Mr. Parrington also
stated that relocation payments do not begin until the resident is
displaced by the Agency.
Blackman moved, second by Gray, to approve the temporary relocation of
trailers and mobile homes subject to the conditions recommended by the
Planning Commission, (1) that the actual costs of temporary improvements
related to temporary relocation be paid by the Redevelopment Agency; and
(2) while the City owns the subject 2+ acre site, the developer should
be charged a lease/rent per trailer space equal to the lease/rent per
trailer space charged by East Naples Land'Company., Councilman Kredell
asked that the record show h~ was opposed to the entire Trailer Park
redevelopment project.

AGREEMENT -'CONSULTANT - RELOCATION SERVICES - TRAILER PARK
The Executive Director reported that two proposals had been received
from consulting firms" Municipal Services, Inc. and Port & Flor, Inc.,
having expertise in the field of relocation, as had been directed by
the Agency. Councilman Gray, spoke in favor of retaining Municipal
Services, Inc. to perform the consulting services and suggested that
the consultant provide the trailer appraisal services and that Mr.
Dawson be considered as a joint appraiser with the consultant. Mr.
Parrington, Special Legal Counsel, stated that an impartial appraiser
would provide a more suitable appraisal of the trailers and would
more clearly meet the requirements of the State guidelines, also
that an Impartial appraisal by a qual'ified appraiser could serve as
future protection to the Agency against claims of improper appraisals.
Mr. Parrington also stated that It was estimated that only forty
trailers would have to be appraised. Councilman Gray withdrew his
suggestion. Gray moved, second by Blackman, to approve the agreement
with MunicIpal Services, Inc. to provide consulting services for
relocation of trailer park resIdents for the total cost of $24,050.00.
Councilman Kredell asked that the record show he was opposed to the
entire trailer park redevelopment project.

AGREEMENT - APPRAISAL 'SERVICES - TRAILER PARK
The Executive Director reported that three proposals had been received
to perform the appraisal services to determine the current value of
those trailers and cabanas that are to be replaced. Gray moved,
second by Blackman, to approve the Agreement for appraisal services
between the Agency and Howard Shelton, A.S.A. for a fee not to
exceed $3500.00. Councilman Kredell asked that the record show he
was opposed to the entire trailer park redevelopment project.

CHANGE ORDER - MARY WILSON LIBRARY - PROJECT NO. 444
Mr. Johnson, City Engineer, reported that the change order was
necessary to correct a soil condition in the area of the proposed
parking lot for the library. Mr. Johnson stated that the contractor,
H. W. Sant Company, had submitted a proposal to perform the
corrective work at a maximum cost of $17,250, however, it was
anticipated that the work would be considerably less that that figure.
In response to Councilman Gray's question it was clarified that the
problem stemmed from silty, spongy soil, a fIll of asphalt debris and
and high water table in that area. Mr. Johnson stated that the soils
reports indicated there was no problem under the library building
Itself.' The CouncIl also discussed the parking lot surface of
grasscrete as presently proposed varsus a concrete parking area.
Gray moved, second by Blackman, to approve the change order for
the Mary Wilson Library, Project Number 444, with the H. W. Sant
Company for a cost not to exceed $17,250.00 and authorize the use
of concrete rather than grasscrete for the Library parking area.
