Seal Beach, California December 27, 1977 The Redevelopment Agency of the City of Seal Beach met in regular session at 7:45 p.m. with Chairman Laszlo calling the meeting to order with the Salute to the Flag. I ROLL CALL Present: Cha i rman Laszlo Agency Members Blackman, Gray, Kredell Absent: Agency Member Weir Also present: Mr. Courtemarche, Executive DIrector Mr. Parrington, SpecIal Legal Counsel Mr. Coughlan, Assistant City Attorney It was the order of the ChaIr wIth consent of the Agency that the absence of Mr. Weir be excused. APPROVAL OF MINUTES Mr. Parrlngton, Special Legal Counsel, stated that there was a typographical error In the subject title on page one of the minutes regarding Temporary Relocation which should read "Trai ler Park Redevelopment" and that a correction should be made in the first paragraph under the same subject clarifying that "the Redevelopment Agency has not purchased any trailers from Mr. Dawson or Seal Beach Associates to date." Blackman moved, second by Kredell, to approve the minutes of November 28, 1977 regular meeting with the corrections as recommended by the Legal Counsel. I AYES: NOES: ABSENT: Blackman, Gray, Kredell, Laszlo None Weir Motion carrIed RESOLUTION NUMBER 77-12 - EDISON TRIANGLE SITE - ARCHITECTURALLY CONSISTENT WITH REDEVELOPMENT AGENCY PLAN Resolution Number 77-12 was presented to the Agency by title "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH FINDING THE PROPOSED REDEVELOPMENT OF THE 3.5 ACRE EDISON TRIANGLE SITE ARCHITECTURALLY CONSISTENT WITH THE REDEVELOPMENT AGENCY PLAN." Mr. Neprud, Planning Director, presented the staff report and described the proposed use for that property. In response to Mr. Laszlo, Mr. Neprud stated that the second fast food facility was conditionally approved by the Planning Commission and was restricted to a Long John Silver Restaurant and if that were to be changed It would require an additional public hearing and consideration by the Planning Commission. CouncIlman Gray asked that an additional "Whereas" be Included,to read "the Planning Commission has reviewed the architectural theme for the center and has approved It." Blackman moved, second by Gray, to waive further reading and adopt Resolution Number 77-12 as amended. AYES: NOES: ABSENT: Blackman, Gray, Kredell, Laszlo None Weir Motion carried .1 RESOLUTION NUMBER 77-13 - RELOCATION PLAN - SEAL BEACH TRAILER PARK Resolution Number 77-13 was presented to the Agency by title "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH, CALIFORNIA, ADOPTING A RELOCATION PLAN FOR THE SEAL BEACH TRAILER PARK." Mr. Parrlngton, Special Legal Counsel, presented the Relocation Plan to the Agency as reviewed by the Project Area Committee and stated that the Plan contained a detailed explanation of the Trailer Park project and relocation benefits available to its residents. Mr. Parrington also explained the budget figures on pages 12 and 13 of the Relocation Plan. Lengthy discussion followed with members of the Agency discussing specifIc areas of the Plan. Mr. .- -, 12-27-77 Laszlo expressed concern regarding the prOVISions under "Eligibility" in the Plan. Blackman moved, second by Gray, to waive further reading and adopt Resolution Number 77-13 with the amendment deleting the last two sentences which would comply with the concerns expressed regarding discretionary approvals.
