The Redevelopment Agency of the City of Seal Beach met in regular
adjourned session at 7:30 p.m. with Chairman Laszlo calling the
meeting to order with the Salute to the Flag.

PARTICIPATION and DISPOSITION AGREEMENT - FIRST AMENDMENT - SEAL BEACH
TRAILER PARK
Mr. Parrington, Special Leg~l Counsel, stated that his report of January
19, 1978 outlined the terms of the first amendment, I.e., permitting Seal
Beach Associates to assign the agreement to Riverbeach Associates, a
limited partnership, and setting forth the manner in which the rental
is to be established for the Trailer Park. Mr. Parrington also stated
that Section 208 had been added to the amendment setting forth the
obligation of the developer to commence and complete the townhouse
units. Mr. Parrington reported that the documents had been reviewed
and that staff was satisfied that the figures presented reflected
reasonable estimates of construction and maintenance costs.
Agency Member Kredell was called away from the meeting at 7:34 p.m.
and it was the order of the Chair with consent of the Agency members
that Mr. Kredells vote on this matter be recorded at this time.
Discussion followed regarding the effects of the Jarvis Initiative
if passed, capital improvements and maintenance of the Trailer Park
for the 1 I fe of the project. .

RESOLUTION NUMBER 78-1 - APPROVING FIRST AMENDMENT - PARTICIPATION
and DISPOSITION AGREEMENT - SEAL BEACH TRAILER 'PARK
Resolution Number 78-1 was presented to the Agency by title "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH,
CALIFORNIA, APPROVING A FIRST AMENDMENT TO PARTICIPATION AND
DISPOSITION AGREEMENT FOR SEAL BEACH TRAILER PARK." Blackman moved,
second by Weir, to waive further reading and adopt Resolution Number
78-1 as presented.

Mr. Kredell returned to the meeting at 7:46 p.m.
ORAL COMMUNICATIONS
Chairman Laszlo declared oral communications open. Mr. Blackman
reported that the library was open to the public and invited all
citizens to visit the new facility. There were no other oral
communications; Chairman Laszlo declared oral communications closed.
ADJOURNMENT
Blackman moved, second by Laszlo, to adjourn the meeting to Monday,
February 13, 1978 at 7:30 p.m.
