Seal Beach, California Apri 1 24, 1978 The Redevelopment Agency of the City of Seal Beach met in regular session at 7:45 p.m. with Chairman Laszlo'calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Laszlo Agency Members Blackman, Gray, Kredell, Weir Absent: None Also present: Mr. Courtemarche, Executive Director Mr. Parrington, Special Legal Counsel Mr. Coughlan, Assistant City Attorney APPROVAL OF MINUTES Blackman moved, second by Weir, to approve the minutes of the regular meeting of March 27, 1978 as presented. AYES: NOES: Blackman, Gray, Kredell, Laszlo, Weir None Motion carried RESOLUTION NUMBER 78-8 - APPROVING SECOND AMENDMENT - PARTICIPATION and DISPOSITION AGREEMENT - SEAL BEACH TRAILER PARK Resolution Number 78-8 was presented to the Agency by title "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF TH~ CITY OF SEAL BEACH APPROVING A SECOND AMENDMENT TO PARTICIPATION AND DISPOSITION-AGREEMENT FOR THE SEAL BEACH TRAILER PARK." Mr. Parrington, Special Legal Counsel, explained that conditions set forth in the second amendment to the Participation and Disposition Agreement had been requested as a condition of approval by the Coastal Commission to provide for review of the Trailer Park rental records. The rental assistance and relocation procedures were discussed by the Agency and Legal Counsel. Weir moved, second by Gray, to adopt Resolution Number 78-8 as presented. AYES: NOES: Blackman, Gray, Laszlo, Weir Krede 11 Motion carried AWARD OF BID LANDSCAPING and IRRIGATION SYSTEM - POLICE FACILITY PROJECT NO. 442-A Bids were received and opened by the City Clerk on April 18, 1978 at 2:00 o'clock p.m. for Landscaping and Irrigation System for the Police Facility as follows: J & R Landscape Maintenance R. W. Daniels Landscape Contract i ng All ied Sprinkler, Co., Inc. Enns & Gage Thomsen Landscape $ 7750.00 13272.00 14779.00 16750.00 17980.00 The City Engineer requested two changes in the recommended Agency action, that the bid be awarded on the base bid and that the remaining bids be held open until this contract had been signed. The City Attorney explained that the bids may be retained and are valid for a period of thirty days. Gray moved, second by Weir, to award the bid to J & R Landscape Maintenance for the base bid of $7,750 for Project 442-A, Landscaping and Irrigation System for the Police Facility, and authorize the City Manager to execute the contract in accordance with the administrative agreement with the Agency. 4-24-78 . 4-24-78 " AYES: Blackman, Gray, Kredell, Laszlo, Weir NOES: None Mot i on carried ORAL COMMUNICATIONS There were no oral communications from the audience.
