EVENT FEE REVISION -RESIDENT NEIGHBORHOOD
/ HOMEOWNER ASSOCIATION 501(c)(3) NON-PROFIT
ORGANIZATIONS
SUMMARY OF REQUEST:
Conduct public hearing and consider adoption of Resolution No. 5925, revising
the Special Event fees for resident homeowner association or resident
neighborhood association 501(c)(3) non-profit organizations be set at 25% of the
current rate.
BACKGROUND:
On September 14, 2009 the City Council considered the follow-up Staff report
and directed Staff to proceed with a fee revision to be set at 25% of the adopted
fees for 501(c)(3) resident homeowner association or resident neighborhood
association organizations.
"SECTION 3. PLANNING FEES
The following fees are charged to individuals submitting the described
requests to the City Development Services Department. Payment in full is
required before issuance of necessary Grading, Building, Plumbing,
Electrical, Mechanical or any other appropriate permit.
A. Filing Fees
18. Special Events
a. 1 event per application ............................... $150.00
b. 2 events per application ............................... $225.00
c. 3 - 4 events per application ......................... $325.00
d. 5 - 6 events per application ......................... $425.00

(Vote: Special Event fees for resident homeowner association or resident
neighborhood association 501(c)(3) non-profit organizations shall be 25% of the
above applicable fee."
FINANCIAL IMPACT:
Minimal as discussed above. A Council decision to reduce fees as proposed
would result in a further subsidy by the City of the Special Event Permit
processing and approval fees for resident homeowner association or resident
neighborhood association 501(c)(3) non-profit organizations.
RECOMMEN®ATION:
Conduct public hearing and consider adoption of Resolution No. 5925, revising
the Special Event fees for resident homeowner association or resident
neighborhood association 501(c)(3) non-profit organizations be set at 25% of the
current rate.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH REVISING PROVISIONS OF RESOLUTION 5898
REGARDING SPECIAL EVENT FEES
WHEREAS, the City Council is empowered to impose reasonable fees, rates,
and charges for municipal services; and
WHEREAS, the City Council has determined that the fees, rates, and charges
should cover the costs reasonably borne or a substantial portion of the actual
costs of the goods and services provided by the City; and
WHEREAS, the City Council has determined that fees, rates, and charges for
resident homeowner association or resident neighborhood association 501(c)(3)
non-profit organizations shall be set at 25% of the current Special Event fees.
NOW, THEREFORE, BE IT RESOLVED, the City Council of the City of Seal
Beach hereby revises the amount of certain fees, rates and charges, as currently
set forth in Resolution Number 5898, as follows:
