HomeMy WebLinkAboutRDA Min 1979-03-12 3-12-79 3~~.H Seal Beach, California March 12., 1979 The Redevelopment Agency of the City of Seal.Beach met in regular adjourned session at 6:30 p.m. with Chairman Weir calling the meeting to order with the Salute to the Flag. I ROLL CALL Present: ChaIrman Weir Agency Members Kredell, Laszlo, Seitz Absent: Agency Member Gray Also present: Mr.'Courtemarche, Executive Director Mr. Parrington, Legal Counsel APPROVAL OF MINUTES Laszlo moved, second by Weir, to approve the minutes of the regular meeting of February 2.6, 1979 as presented. AYES: NOES: ABSENT: Kredell, Laszlo, Seitz, Weir None Gray Motion carried RELOCATION APPEALS BOARD REPORT Laszlo moved, second by Weir, to receive and file the report and minutes of the Relocation Appeals Board dated February 2.2., 1979. AYES: NOES: ABSENT: Kredell, Laszlo, Seitz, Weir None Gray Motion carried I AGENCY DISCUSSION - TRAILER PARK Agency Member Laszlo discussed at length his concerns regarding the redevelopment of the Trailer Park. Mr. Laszlo noted complaints he had received from Trailer Park residents and requested staff provide the Agency with a specific time table for the Trailer Park development. Agency Member Kredell offered comments relating to the moving of the trailers, liability for possible damages and the use of city/agency personnel at the Trailer Park. Mr. Kredell requested that Mr. Dawson be invited to attend the next Redevelopment Agency meeting. The Executive Director clarified that the actual construction of the Trailer Park is the responsibility of the developer and moving of the trailers and residents Is the responsibility of the Agency. Mr. Courtemarche affirmed that any complaints received are being resolved as quickly as possible. Agency Member Gray arrIved at 6:59 p.m. Chairman Weir recessed the Redevelopment Agency meeting to the City Council meeting at 7:07 p.m. The Redevelopment Agency meeting reconvened at 7:08 p.m. with Chairman Weir calling the meeting to order. I Chairman Weir asked for a show of hands as to how many people wished to speak on thIs issue since lImited time was available until the City Council meeting was due to reconvene. Five members of the audience indicated a desire to speak and the Chairman granted five minutes to each person. ORAL COMMUNICATIONS Chairman Weir declared oral communications open. Gordon Shanks, Chairman of the Relocation Appeals Board, requested the Agency reconsider the Board's recommendation to hire an outside relocation firm. Mr. Iliff, legal associate of Mr. Putnam, Attorney at Law, representing cer.tain Trailer Park residents, addressed the CouncIl and stated he had conferred with Mr. Parrington and was now fully . 3-12.-79 3~8' aware of the procedure to file grievances. Mrs. Johnson, Trailer Park resident, stated her concern regarding cabana replacement and reimbursement. Mr. Parrington explained the procedures for filing grievances and for cabana replacement and payments. Mary Mooney, Trailer Park resident, spoke regarding damage to her cabana. Mrs. Holmes and Mr. Austin,'Trailer" Park residents spoke favorably about the trailer park development procedures. ,Rita Wheeler, Trailer Park resident, spoke regarding Redevelopment Agency funds and the fence surrounding the project. There were no other oral communications; Chairman Weir declared oral communications closed.
