The Redevelopment Agency of the City of Seal Beach met in regular
session at 6:45 p.m. with Chairman Weir calling the Meeting to
order with the Salute to the Flag.

APPROVAL OF MINUTES
Laszlo moved, second by Kredell, to approve the minutes of the
regular adjourned meeting of March 12., 1979 as presented.

REPORT - TRAILER PARK DEVELOPMENT
Mr. William Dawson, developer of the Seal Beach Trailer Park,
addressed the Redevelopment Agency and introduced his business
associates for the trailer park redevelopment project who were
present in the audience. Mr. Dawson presented a brief review of
the history and progress of the project to date.
Agency Member Gray arrived at 6:48 p.m.

Mr. Kaltman, Project Manager, responded to questions from the
Agency members and presented an anticipated construction schedule
for the trailer park/townhouse development, noting that the weather
has resulted in numerous problems and delay with the project. Agency
discussion continued regarding grading schedules, ground water levels,
completion of utility installations, permanent trailer pads and walkways,
and construction of the recreation building.
Weir moved, second by Laszlo, to adjourn to the City Council meeting
until the hour of 8:00 p.m. to continue the Redevelopment Agency
meeting.

The meeting adjourned at 7:18 p.m.
The Redevelopment Agency meeting reconvened at 8:15 p.m. with
Chairman Weir calling the meeting to order. Chairman Weir
asked for a show of hands of those persons wishing to address
the Agency under oral communications and by a show of hands five
persons requested to speak and were advised each person would be
allowed five minutes speaking time until adjournment.

ORAL COMMUNICATIONS
Chairman Weir declared oral communications open. Mr. Rossi, Seal
Beach resident, referred to pictures of the trailer park development,
and discussed sidewalk construction, utility hookups and sanitary
facilities at the park site. Mr. Jeffers, Trailer Park resident,
spoke for hiring an outside relocation firm. Mr. Dawson reported
complete plans for the project development were available at the
site. Christine Agur, Trailer Park resident, stated she felt most
grievances resulted from misunderstanding and spoke regarding an
outside consulting firm. Mr. Austin, Trailer Park resident,
complained about the methods uded for moving his trailer. Rita

Wheeler, Park resident, asked about the amount of money spent to
date on the project. Mr. Peterson, Trailer Park resident, spoke
favorably of the trailer moving and the Park project in whole.
Mary Thiede, 11 Marina Drive, supported more communication between
the staff and Trailer Park residents and requested a meeting with
the Executive Director. Laszlo moved, second by Kredell, to
adjourn the meeting to Monday evening, April 1st, for a study
session relating to the trailer park development. The Executive
Director reviewed the procedures for handling grievances from the
Park residents and assured the Agency any complaint was being
dealt with as quickly as possible.

Laszlo moved, second by Kredell, to adjourn the meeting to Monday,
April 9, 1979 at 6:30 p.m.
