The Redevelopment Agency of the City of Seal Beach met In regular
adjourned session at 6:30 p.m. with Chairman Weir calling the meeting
to order with the Salute to the Flag.

APPROVAL OF MINUTES
Laszlo moved, second by Gray, to approve the minutes of the regular
meeting of March 26, 1979 as presented.

PRESENTATION - COASTAL CONSERVANCY - DEPARTMENT OF WATER AND POWER
PROPERTY 'STUDY
Peter Brand, Field Representative for the State Coastal Conservancy
gave an overview of the workshops held and introduced the consultants,
Jim Burns, Community Planning Consultant, who gave a slide presentation
on the workshop process, John Ruble and Buzz YUdell, architects involved
with the project and Leland Burns, Economic Consultant, were present to
answer questions of the Agency.
The Agency recessed at 7:10 p.m. and reconvened at 7:12 p.m. with
Chairman Weir calling the meeting to order.
The presentation continued with Peter Brand responding to questions
from the Agency regarding the plan. No action was taken by the Agency
on th i smatter.
DISCUSSION - APPRAISAL - DEPARTMENT OF WATER AND POWER PROPERTY
Kredell moved, second by Laszlo, to authorize the Executive Director
to employ an appraiser for an appraisal of the Department of Water
and Power site at First Street and Ocean Avenue and allocated funds
for same not to exceed $5,000. Lengthy discussion followed.

ORAL COMMUNICATIONS
Chairman Weir declared oral communications open. Agency Member Seitz
stated that he would like a discussion on the financial status of the
plan. Chairman Weir asked for a show of hands of those persons wishing
to address the Agency noting that the Agency should adjourn by 8:45 p.m.
for the Council meeting. Five persons indicated they wished to speak.
James Hagadorn, 408 Emerald Place, member of the Economic Feasibility
Committee, stated that the plan from the workshop was flexible so that
It could include more development to finance the remainder as open
space, even to a 50-50 percentage. George Supple, 1605 Merion Way,
expressed concern over direction given the Executive Director regarding
the appraisal. Jay Covington, 42.60 Dogwood Avenue, expressed his view
of highest and best use as it related to appraisals and supported the
proposed plan. Helen Brown, 2.36-8th Street and Christine Agur, 11
Marina Drive, spoke in support of the plan. Joan McAvoy Endres, read
a letter from the League of Women Voters of West Orange County supporting
the plan. Mrs. Gilley, 162.2. Merion Way, spoke in support of open space.

Agency Member Laszlo asked for a consensus of the Agency to speak before
the Conservancy at their hearing on Thursday in favor of the plan for
the DWP site. Mr. Seitz and Mr. Weir replied in the negative. It was
noted that the hearing would be at the Airport Marina Hotel at 10:00 a.m.
There were no other oral communications; Chairman Weir declared oral com-
munications closed.

Laszlo moved, second by Kredell, to adjourn the meeting at 8:37 p.m.
