I ROLL CALL Present: VIce-Chairman Laszlo Agency Members Kredell, Seitz, WeIr Absent: Chairman Gray It was noted for the recor~ that Chairman Gray's absence from the meetIng ~~s excused. A I so present: Mr. Courtemarche, Executive Director Mr. Parrlngton, Legal Counsel Ms. Shelton, Administrative Assistant The Vice-Chairman with consent of the Agency members, recessed the meeting to the City Council joint meetIng with the Planning C~~ission at 6:46 p.m. The meeting reconvened at 7:05 p.m. wIth Vice-Chairman Laszlo calling the meeting to order. APPROVt,L :IF 1'1 I 'lUTES Weir mcved, second by Kredell, to approve the minutes of the regular adjourned meeting of May 14, 1979 as presented. I AYES: NOES: ABSENT: Kredell, Laszlo, Seitz, Weir None Gray Motion carried DISCUSSION - YOUTH HOSTEL Vice-Chairman Laszlo requested that discussion of a youth hostel for the Department of Water and Power property be postponed. It was the consensus of the Agency to hold thIs item (Iver as requested. REVIEW OF GRIEVANCE - PAUL JEFFERS The Executive Director briefly reviewed the procedures for hearing grievances and stated the Relocation Board of Appeals had conducted a public hearing In March to consider Mr. Jeffers grievances and had made recommendations to resolve the matter. Weir moved, second by Kredell, to approve the recommendation of the Relocation Appeals Board for reimbursement to Mr. Jeffers of $300 trailer moving expenses and $100 reimbursement for attorney fees. Mr. Jeffers indicated his acceptance of the recommendation. AYES: NOES: ABSENT: Kredell, Laszlo, Seitz, Weir None Gray Motion carried I ORAL COMMUNICATIONS Vice-Chairman Laszlo declared oral communications open. Data regarding youth hostels was provIded to the Agency for their Information. The Agency discussed a letter addressed to the Mayor from the California Coastal Conservancy requesting certain Agency actions regarding C.E.I.P. loan applicatIon, funding for the appraisal of the Department of Water and Power property and request for County funds for the D.W.P. project. Agency Member Weir indicated his opposition to makIng application for the C.E.I.P. loan until after the appraisal of the property had been completed. Kredell moved, second by Laszlo, to approve the requests of the Coastal Conservancy as stated in their letter of May 25, 1979. Discussion followed. The City Attorney clarified that approval of the Conservancy request for reimbursement of appraisal costs would require the city to repay the Conservancy for their portIon of the appraisal costs if the C.E.I.P. loan Is approved. Kredell moved, second by Laszlo, to authorize the City Manager to complete the C.E.I.P. loan application documents for Agency review at the June 11th meeting. AYES: NOES: ABSENT: Kredell, Laszlo, Seitz, Weir None Gray Motion carried I Kredell moved, second by Laszlo, to authorize reimbursement to the State Coastal Conservancy of their portion of the appraisal costs for the Department of Water and.Power property, if the C.E.I.P. loan application is approved and the loan granted to the City, and authorize the City Manager to execute the appraisal agreement on behalf of the City. . .
