HomeMy WebLinkAboutRDA Min 1979-10-01 .' , "H)-.1-79 400 Seal Beach, California October 1, 1979 The Redevelopment Agency of the City of Seal Beach met in regular adjourned session at 7:00 p.m. with Chairman Gray calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Cha i rman Gray Agency Members Laszlo, Seitz I Absent: Agency Members Kredell, Weir Chairman Gray stated that Mr. Kredell and Mr. Weir's absence from the meeting was excused. A I so present: Mr. Courtemarche, Executive Director Mr. parrington, Legal Counsel Mr. Kosmont, Assistant City Manager AWARD OF BID - CABANA CONSTRUCTION - SEAL BEACH TRAILER PARK Bids were received and opened by the City Clerk at 10:00 o'clock a.m. October I, 1979 for construction of cabanas within the Seal Beach Mobile Home Park as follows: S & J Expanding Room Company $2.4.00/sq.ft. $96,000 James McNamara Enterprises $24.50/sq.ft. $98,000 B & D Specialties, Inc. $2.9.2.9/sq.ft. $117,160 Mobile Home Customizing $36.00/sq.ft. $144,000 I Mr. Kosmont presented the staff report and recommendations for award of the bid. Seitz moved, second by Laszlo, to award the bid for Cabana Construction in the Seal Beach Trailer Park to the low bidder, S & J Expanding Room Company to construct up to twenty-five (2.5) cabanas 'at a cost of $2.4.00 per square foot (approximate total cost of $96,000), authorize the Executive Director to accept the Performance Bond and allow implementation of construction work, and that all other bids be rejected. AYES: NOES: ABSENT: Gray, Laszlo, Seitz None Kredell, Wei r Motion carried RESOLUTION NUMBER 79-4 - AUTHORIZING ISSUANCE - RESIDENTIAL MORTGAGE REVENUE BONDS Resolution Number 79-4 was presented to Council by title "A RESOLUTION AUTHORIZING THE ISSUANCE OF $100 MILLION PRINCIPAL AMOUNT OF THE REDEVELOPMENT AGENCY TO THE CITY OF SEAL BEACH RESIDENTIAL MORTGAGE REVENUE BONDS ISSUE OF 1980 FOR THE PURPOSE OF ACQUIRING MORTGAGES ORIGINATED WITH RESPECT TO THE RIVERFRONT REDEVELOPMENT PROJECT AMENDED (12.-2.9-75)." The Execut i ve Director presented the staff report and stated it is anticipated the eligibility date may be extended to allow issuance of residential mortgage revenue bonds as provided by SB 99 and would allow the Agency another alternative in dealing with the affordable housing issue when the Hellman property is developed. Mr. Courtemarche explained there is no obligation to actually sell bonds and no financial commitment on the part of the Agency and recommended adoption of the proposed resolution. Mr. parrington, Legal Counsel, recommended that a statement be included in the text of the proposed resolution to read "The Resolution does not supercede or affect the prior resolution adopted relating to SB99 mortgage bonds for the Seal Beach Trailer Park." Gray moved, second I 10-1-'79 407 by Seitz, to waive further reading and adopt Resolution Number 79-4 as amended. AYES: NOES: ABSENT: Gray, Laszlo, Seitz None Kredell, Weir Motion carried I The Agency Briefly discussed including the remaining Hellman property within the Redevelopment Agency project area. ORAL COMMUNICATIONS There were no oral communications from the audience.
