The Redevelopment Agency of the City of Seal Beach met in regular
session at 6:45 p.m. with Chairman Gray calling the meeting to
order with the Salute to the Flag.

APPROVAL OF MINUTES
Weir moved, second by Seitz, to approve the minutes of the regular
adjourned Redevelopment Agency meeting of December 10, 1979 as
presented.

REPORT - COMMUNITY REDEVELOPMENT ADMINISTRATORS ASSOCIATION
A report was presented to the Agency explaining the newly formed
Community Redevelopment Administrators Association, to act as an
independent organization dealing directly with legislative issues
and bills and providing valuable legislative and technical guidance
to Redevelopment Agencies in California. It was recommended that
the Seal Beach Redevelopment Agency join and participate in the
Community Redevelopment Administrators Association for an initial
cost of $500 and an annual membership fee not to exceed $1000. The
Agency discussed apportionment of the annual dues to cities based on
population. Weir moved, second by Laszlo, to hold this item over to
next meeting for further information.

Weir moved second by Laszlo, to recess the Agency meeting to the
City Council meeting for a special presentation.

The meeting recessed at 7:00 p.m. The Redevelopment Agency meeting
reconvened at 7:30 p.m. with Chairman Gray calling the meeting to
order.
RESOLUTION NUMBER 80-1 - APPROVING THIRD AMENDMENT - PARTICIPATION
AND DISPOSITION AGREEMENT - SEAL BEACH TRAILER PARK
Resolution Number 80-1 was presented to the Agency entitled "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH,
CALIFORNIA, APPROVING A THIRD AMENDMENT TO PARTICIPATION AND
D I SPOS IT ION AGREEMENT FOR SEAL BEACH TRA I LER PARK." The Execut i ve
Director presented the staff report and his memorandum dated January
25, 1980, describing the text of the proposed amendments. Lengthy
discussion followed. Agency Member Laszlo requested that the Agreement
be amended to read "any increase in rent at the Trai ler Park wi 11
require prior Agency approval". Gray moved, second by Weir, to
waive further reading and adopt Resolution Number 80-1, approving

the third amendment to the Participation and Disposition Agreement
as amended.
