ROLL CALL Present: Cha i rman Gray Agency Members Kredell, Laszlo, Seitz, Weir Absent: None I A Iso present: Mr. Courtemarche, Executive Director Mr. Coughlan, City Attorney APPROVAL OF MINUTES Weir moved, second by Laszlo, to approve the minutes of the regular adjourned meeting of February 11, 1980 and the regular adjourned meeting of February 19, 1980 as presented. AYES: NOES: Gray, Kredell, Laszlo, Seitz, Weir None Motion carried DISCUSSION - AUDIT PROPOSAL - SEAL BEACH TRAILER PARK The Finance Director, Mr. Thomas, stated a verbal proposal had been received this date from Diehl, Evans and Company, Certified Public Accountants, to perform an audit of the Trailer Park redevelopment as directed by the Agency. Mr. Thomas stated the audit would include review of the Trailer Park Participation Agreements, accounting systems and controls, verification of Trailer Park costs by examination of records for audit and would address any other area of Agency concern, such as the bidding procedures, as requested. Mr. Tbomas stated Diehl, Evans and Company had estimated the audit to be complete between 30 - 40 days, the cost to be $45 per hour with a maximum of $4500, and that an additional fee would be charged for work outside the requested audit. Agency Member Gray suggested that possibly a detailed analysis I of the Trailer Park construction costs should be requested from the developer, Urban West, prior to authorizing an audit, which would provide an explanation of why costs increased to this degree over the original estimate. The City Engineer stated a monthly publication is available which would provide a basis for determining whether or not the construction costs of the development were within a reasonable range at that time. It was also clarified that the developer is not required to follow a formal bidding process as is a public agency. Discussion followed. Gray moved, second by Kredell, that the developer be requested to provide a detailed report of all construction costs for the Trailer Park project, to include information regarding the bidding process, circumstances which may have resulted in delay of the proj~ct at specific times, and that the staff verify those costs based upon the construction market at that time. AYES: NOES: Gray, Kredell, Laszlo, Seitz, Weir None Motion carried Chairman Gray, with consent of the Agency members, recessed the meeting to the City Council meeting at 7:32 p.m. The Redevelopment Agency reconvened at 7:34 p.m. with Chairman Gray calling the meeting to order. DEDICATION - REGENCY DRIVE Weir moved, second by Laszlo, to approve the corporation Grant Deed dedicating the south side of Regency Drive to the City of Seal Beach. I AYES: NOES: Gray, Kredell, Laszlo, Seitz, Weir None Motion carried ORAL COMMUNICATIONS Chairman Gray declared oral communications open from the audience. Mr. Jeffers, Trailer Park resident, spoke regarding Trailer Park expenses. Mr. Shanks, 215 Surf Place, spoke regarding Trailer Park 2-2;-Bo 42:1 I construction costs. Mr. Scheele, Trailer Park resident, spoke regarding Trailer Park development costs and construction procedures. Mr. Seitz inquired about contact with the Coastal Conservancy; the Executive Director reported he expected to meet with them this next week. Mr. Kredell spoke regarding Housing Community Development funds for Trailer Park rehabilitation. Mr. Gray stated an indepth report would be forthcoming from the staff regarding Trailer Park costs. There were no other oral communications; Chairman Gray declared oral communications closed.
