The Redevelopment Agency of the City of Seal Beach met in regular
session at 6:53 p.m. with Chairman Seitz calling the meeting to
order with the Salute to the Flag.

APPROVAL OF MINUTES
Laszlo moved, second by Vanderstaay, to approve the minutes of the
regular meeting of June 23, 19BO as presented.

RESOLUTION NUMBER BO-5 - ADOPTING PROCEDURES - CALIFORNIA ENVIRONMENTAL
QUALI TY ACT
Resolution Number 80-5 was presented to the Agency entitled "A
RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH
REPEALING RESOLUTION NO. 76-6 AND ADOPTING PROCEDURES IMPLEMENTING
THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, AND THE GUIDELINES OF THE
SECRETARY FOR THE RESOURCES AGENCY, AS AMENDED 19BO." Laszlo moved,
second by Vanderstaay, to waive further reading and adopt Resolution
Number BO-5 as presented.

ORAL COMMUNICATIONS
Chairman Seltz declared oral communications open. Agency Member Laszlo
asked the status of the Trailer Park audit. Finance Director, Mr.
Thomas, reported the audit has begun and It is anticipated It will be
complete within sixty days. Mr. Kredell referred to cabana construction
in the Trailer Park. The City Attorney reported that upon investigation,
it is his understanding all Trailer Park cabanas are being constructed
pursuant to all city building and zoning codes. The City Attorney stated
further that the city has the option of amending the zoning ordinance to
provide stricter regulations, however that would have no effect on those
structures already under construction or those that have permits approved
or have submitted plans for approval. The Planning Director explained
the inspection process for cabana construction and noted the Agency
had agreed by contract that all cabana structures would be replaced
and would be of equal square footage. Agency Member Kredell mentioned
placing a moratorium on cabana construction. There were no other oral
communications; Chairman Seitz declared oral communications closed.
