HomeMy WebLinkAboutRDA Min 1980-09-08 438 9-8-80 Seal Beach, California September 8, 1980 The Redevelopment Agency of the City of Seal Beach met in regular adjourned session at 6:45 p.m. with Chairman Seitz calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Seltz Agency Members Kredell, Laszlo, Supple, Vanderstaay I Absent: None Also present: Mr. Courtemarche, Executive Director Mr. Coughlan, City Attorney APPROVAL OF MINUTES Vanderstaay moved, second by Kredel1, to approve the minutes of the regular meeting of August 25, 1980 as presented. AYES: NOES: Kredell, Laszlo, Seitz, Supple, Vanderstaay None Motion carried PUBLIC HEARING - CONF.LICT OF INTEREST CODE - DESIGNATED EMPLOYEES Chairman Seitz declared the public hearing open to consider adoption of a Conflict of Interest Code for designated employees for the Seal Beach Redevelopment Agency. The Secretary certified that notices had been published as required by law and that no communications had been received either for or against this item. The City Attorney reported adoption of Conflict of Interest Codes are mandated by state law and are in ~ompllance with the Fair Political Practices Commission requirements. There were no other communications; Chairman Seitz declared the public hearing closed. RESOLUTION NUMBER 80-6 - ADOPTING CONFLICT OF INTEREST CODE - SEAL BEACH REDEVELOPMENT AGENCY DESIGNATED EMPLOYEES Resolution Number 80-6 was presented to Council entitled "A RESOLUTION OF THE SEAL BEACH REDEVELOPMENT AGENCY ADOPTING A CONFLICT OF iNTEREST CODE WHICH INCORPORATES BY REFERENCE THE STANDARD CONFLICT OF INTEREST CODE PREPARED BY THE FAIR POLITICAL PRACTICES COMMISSION. Vanderstaay moved, second by Kredel1, to waive further reading and adopt Resolution Number 80-6 as presented. I AYES: NOES: Kredell, Laszlo, Seitz, Supple, Vanderstaay None Motion carried ORAL COMMUNICATIONS Chairman Seitz declared oral communications open. Agency Member Kredell inquired about animal control within the Trailer Park. Police Chief Picascia stated animal control is provided within the Park with consent of the property owner or upon complaint from residents. Chief Picascia stated he had been informed by the Postmaster this date that mail was not being delivered within the Trailer Park due to dogs running at large. The Chief stated further that the Park management are formulating rules to control unleashed dogs. The "City Attorney verified that the Trailer Park is considered one parcel of land with several tenants residing on that property and unless there is a safety factor involved or upon resident complaint, the city has no legal right to impose city animal regulations within the Park. Agency Member Seitz asked that the Agency be provided with any available information relating to possible proposals for development of the State Lands Commission site located at First Street and Pacific Coast Highway. Rita Wheeler, Trailer Park resident, spoke regarding dogs running within the Park and parking problems on Park streets. It was suggested Ms. Wheeler discuss the parking problems with Park management. The City Attorney reviewed law enforcement regulations on private property. Ms. Wheeler requested that a member of the Agency confer with residents of the Trailer Park to discuss I 9-8-80 439 I some of the existing problems. Agency Member Kredell suggested that grievances be listed and that he would be willing to confer with the Park residents. Mr. Jeffers, 8 Cottonwood Lane, voiced complaints regarding dogs, mail delivery, trash disposals, landscaping, compensation and availability of Park management. The Executive Director commented on the Agency's responsibility to establish and approve rental schedules and explained that neither the Agency nor the City has control over the maintenance of the Trailer Park. Dean Scheele, 22 Cottonwood Lane, complained about management procedures in the Park. There were no other oral communications; Chairman Seitz declared oral communications closed.
