HomeMy WebLinkAboutRDA Min 1980-11-24 44611-24-80 Seal Beach, California November 24, 1980 The Redevelopment Agency of the City of Seal Beach met in regular session at 6:45 p.m. with Chairman Seitz calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Seitz Agency Members Kredell, Laszlo, Supple, Vanderstaay r' Absent: None Also present: Mr. Courtemarche, Executive Director Mr. Jenkins, Assistant 'City Attorney APPROVAL OF MINUTES Agency Member Vanderstaay asked that a typographical error in the October 28 minutes be corrected. Agency Member Laszlo stated he would abstain from voting on the approval of the October 28 minutes as he was absent from that meeting. Kredell moved, second by Vanderstaay, to approle the minutes of 'the October 13th regular adjourned meeting as presented and the minutes of the October 28th regular meeting as corrected. AYES: NOES: ABSTAIN: Kredell, Seitz, Supple, Vanderstaay None Laszlo Motion carried COMMUNICATION - ORANGE COUNTY GRAND JURY - TRAILER PARK Agency Member Kredell distributed copies of a draft letter addressed to the Orange County Grand Jury requesting investigation of the Seal Beach Trailer Park development, which he read in full. Mr. Kredell stated he felt this letter expressed the City's concerns in greater detail and requested its approval for transmittal. Agency Member Laszlo requested clarification of'the phrase "judicious use of tax increment financing" as stated in paragraph three of the proposed letter. Agency Member Supple requested this item be held over for further study. Chairman Seitz suggested'that the Executive Director confer with the author of the letter to clarify points of concern and report at next meeting. Chairman Seitz also requested clarification of paragraph five, referring to predevelopment costs, noting it had been the responsibility of the Agency to v~rify those cost estimates prior to any contractual agreement with the developer. It was the consensus of the Agency to direct the Executive Director to review the letter presented and provide clarification of those areas mentioned, to be reconsidered at next meeting. I: ORAL COMMUN I CAT I.ONS Agency Member Vanderstaay referred to the October 28th minutes and asked the status of the report from the City Attorney regarding State regulations for cabana construction. The City Attorney reported the State Department of Housing bad been contacted however an opinion had not been received at this time. Mrs. Vanderstaay suggested that a moratorium be placed on two story cabana construction in the Trailer Park. The City Attorney recommended that action be delayed pending receipt of an interpretation of the law from the State. It was clarified the State had issued a waiver from cabana height limitations as requested by residents of the Trailer Park during the development phase of the park. Agency Member Kredell asked that the State be contacted again expressing the Agency's desire to halt further con- struction of two-story cabanas. The Executive Director affirmed that the original request for two-story cabanas had come from the Trailer Park residents and suggested the Agency may wish to inform those residents of the Agency's intent prior to further action. The City Attorney reported it was his understanding the State is aware of the I: 11-24-8044:7 City's concerns and had indicated they would be visiting the Trailer Park within the next two weeks and investigating procedures to revoke the waiver previously granted. Agency Member Kredell moved to direct that a letter be forwarded to the State requesting Interpretation of State law relating to cabana heightoand expressing the City's concern regarding that construction. Discussion continued. The meeting recessed at 7:31 p.m. The meeting reconvened at 9:21 p.m. with Chairman Seitz calling the meeting to order. There were no other oral communications; Chairman Seitz declared oral communications closed.
