The Redevelopment Agency of the City of Seal Beach met in regular
adjourned session at 6:45 p,m. with Chairman Seitz calling the meeting
to order with the Salute to the Flag.

APPROVAL OF MINUTES
Laszlo moved, second by Vanderstaay, to approve the minutes of the
regular meeting of November 24, 1980 as presented.

DISCUSSION - ORANGE COUNTY GRAND JURY
Acting Executive Director, Mr. Thomas, reviewed a draft letter addressed
to the Orange County Grand Jury that had been modified as directed by
the Agency at last meeting, requesting investigation of the Trailer Park
development costs. Agency Member Supple moved that the original letter
prepared by the Executive Director, the letter presented by Agency Member
Kredell and the revised version of that letter be forwarded to the Grand
Jury along with a transmittal letter explaining that all three'letters
are being forwarded due to differences'of"opinion on the part of the -
Agency Members. Agency Member Kredell seconded the motion. The Agency
discussed procedures for auditing pre-development costs. Agency Member III
Kredell referred to a newspaper article regarding architectural services
relating to the Department of Water and Power property and the Trailer
Park. Discussion continued.
It was the order of the Chair with consent of the Agency to recess
this meeting to call the City Council meeting to order at 7:04 p.m.
The meeting reconvened at 7:32 p.m. with Chairman Seitz calling the
meeting to order.
Agency Member Kredell spoke regarding Trailer Park development costs
as they relate to rental schedules in the Park. Chairman Seitz stated
he would oppose this action as he felt it is not in the best interest
of the city or its residents, noting that should the Grand Jury consider
this matter and find the development costs to be inflated the only gain
would be possible retention of current rental schedules and should the
Jury find nothing out of line, the Agency may be obligating itself to
establish the rents on the basis of the actual development costs. Mr.
Seitz also cautioned that the Agency may be libeling itself through
statements made in requesting the investigation. Chairman Seitz
suggested the staff be directed to communicate with the Urban West
Development Company and proceed with acquisition of SB99 bonds for
low interest loans which would expedite the sale of the condominium
development and provide a benefit to the Trailer Park residents I
through lower rents. Agency Member Kredell opposed obtaining SB99
bonds for low interest loans for the condominiums. The City Attorney
advised that the Agency may wish to request Special Counsel for the
Trailer Park to provide a legal review of the Grand Jury letters prior
to transmittal. At the request of Agency Member Laszlo and consent of
Agency, the motion on the floor was amended to Include legal review of
the Grand Jury letters as recommended by the City Attorney.

Agency Member Laszlo suggested SB99 bonds be discussed at another
meeting. Agency Member Vanderstaay asked If a federal investigation
of the Trailer Park development would be in order since some federal
funds were used in the Park. The City Attorney responded that the
Agency may request an Investigation by any federal, state or county
agency.

Chairman Seitz moved to reconsider the vote on the motion to transmit
three letters to the Orange County Grand Jury. Agency Member Laszlo
seconded the motion.

ORAL COMMUNICATIONS
Chairman Seltz declared oral communications open. In response to Agency
Member Kredell, the City Attorney reported a letter had been forwarded
to the state expressing the Agency's objection to multi-story cabanas in
the Trailer Park, that a response had been promised by the state but had
not yet been received. The Planning Director reported a state
investigator from the Santa Ana office had visited the Trailer Park
recently and that a report was expected from their Sacramento office
In the near future. Dee Stout, 12 Cottonwood Lane, spoke regarding
Trailer Park rent increases and expressed appreciation for action taken
by the Agency. There were no other oral communications; Chairman Seitz
declared oral communications closed.

Laszlo moved, second by Vanderstaay, to adjourn the meeting at 7:55 p.m.
