Carmany, City Manager FROM: Jill Ingram, Assistant to the City Manager Prepared by: Tim Kelsey, Community Services Supervisor SUBJECT: UPDATE ON SUMMER 2009 RECREATION PROGRAMS SUMMARY OF REQUEST: That the City Council receives and files this report. BACKGROUND: In the summer of 2009 the City of Seal Beach Community Services Department identified several programs to increase recreational services as well as numerous existing programs that have continued from previous years. Working with the Recreation and Parks Commission, staff was able to identify several new programs to help increase recreation opportunities for residents. Programs that were identified included new camps for youth residents that were located at Almond Park in College Park East with the goal of increasing recreational opportunities in District 4. The "Beach Buggy" shuttle program was also re- established at the Council's direction and operated daily from July 6 -August 28, 2009. Along with these new summer programs, many long standing programs continued such as the "Learn to Swim Program" at the McGaugh community pool. In an effort to establish new and innovative recreation opportunities, staff identified several camps with the goal of increasing popularity in our recreation classes. The camps that were selected provided a variety of different experiences for participants, including art camps, dance camps, skateboarding camps, cooking camps, science camps, film making camps, volleyball camps, and surfing camps. The diversity of camps offered gave kids in our community an opportunity to participate in many different activities at an affordable cost. Along with offering many new camps, several other camps were offered in the Agenda Item G Page 2 College Park East area and were well attended, which included a variety of sports camps such as soccer, baseball, and flag football. On June 8, 2009, the City Council authorized the re-establishment of the "Beach Buggy" shuttle program. The program, which operated Monday through Friday from July 6 -August 28, 2009, offered transportation opportunities in an attempt to provide free bus transportation from the College Park West and College Park East neighborhoods to the McGaugh community pool, Marina Center, and the beach. Bus services were provided by Los Alamitos Unified School District and bus stops were established cooperatively between City and District staff. Throughout the duration of the program, the Community Services Department issued a total of 215 bus passes to riders of all ages, and passes were available to children as well as adults accompanying children. The total amount of bus riders for the duration of the program was just under 200 total passengers. The Community Services Department's long standing "Learn to Swim" program returned to the McGaugh Pool beginning on June 22, 2009. The program operated for ten weeks and consisted of five two-week seasons that operated Monday through Friday. The mission of the "Learn to Swim" program is to help create safe swimmers while teaching fundamental skills of swimming. Throughout the summer staff taught a total of 276 group swim lessons to 959 students ranging in age from six months to older adults. We are proud to report that in surveys which were issued to program participants at the end of each session, the quality of lessons and the staff were rated very high. FINANCIAL IMPACT: The total cost of bus transportation services through the Los Alamitos Unified School District for operation of the "Beach Buggy" program was $24,960.08, which was not funded in the 2009-10 Annual Budget, therefore requiring a budget amendment.
